<br />ROSEVILLE PLANNING COMMISSION Page# 5 <br />March 10, 1993 <br /> <br />Shardlow reviewed history, summarized resolved sign issues, off <br />premise church signs and seasonal church banners. <br /> <br />Discussion <br /> <br />Issues discussed included size content, color, need for a standard <br />design, constitutional issues, permission of adjacent land owners, <br />and number of signs. <br /> <br />MOTION <br /> <br />Wietecki moved and Harms seconded a motion to recommend approval of <br />institutional off premise signs as long as the number of signs per <br />institution does not exceed 2, the size of signs does not exceed 4 <br />square feet in area, that the signs be a standard color and design <br />approved by staff, and that each sign be subject to a one time <br />permit fee. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Harms, Wietecki, DeBenedet <br /> <br />Nayes: <br /> <br />Roberts, Stokes, Thomas <br /> <br />Motion Failed: Reasons for dissenting votes included that the <br />signs are not necessary, that there would be too many signs on <br />collector streets, and that the signs do not cause a problem, <br />therefore, there should be no restrictions. <br /> <br />MOTION <br /> <br />Wietecki moved and Thomas seconded a motion to recommend approval <br />of institutional seasonal banners as long as the total number of <br />days the seasonal banners are displayed does not exceed 15 days, <br />failed. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Wietecki, Thomas, DeBenedet <br /> <br />Nayes: <br /> <br />Harms, Roberts, Stokes <br /> <br />Motion Failed: Reasons for dissenting votes included that too many <br />days were being allowed, not enough days were being allowed, and <br />that the signs should not be regulated at all. <br /> <br />Chairman DeBenedet announced that he is resigning from the Planning <br />Commission. DeBenedet pointed out that he dealt with a lot of <br />Councils, Commissions, and staffs and that Roseville's was among <br />the best. He stated it has been a satisfying experience. The <br />Commission thanked him for his service to the Commission and to the <br />community. <br /> <br />Adjournment <br />
