County <br />Road C2. <br /> <br />Presentation <br /> <br />Carlson highlighted the proposal. <br /> <br />Discussion <br /> <br />Issues discussed included the northerly setback of the proposed new <br />house, drainage issues, the amount of fill which has been done in <br />the area, what setback the City requires from lakes, and when is <br />the appropriate time to consider study of existing drainage <br />problems in the area. <br /> <br />Citizens <br /> <br />Gary Vogelsang, 966 Millwood Avenue, questioned fill history in the <br />area and pointed out that the filling by others has caused water <br />problems on his property. Mr. Vogelsang stated that existing <br />drainage problems need to be corrected before lot division moves <br />forward. Mr. Vogelsang also stated that the Farrell's lot was <br />typical of lots in the area, and that the lot division and the <br />resulting house at an angle would not be in character with other <br />properties in the area. <br /> <br />MOTION <br /> <br />Wietecki moved and Harms seconded a motion to recommend approval of <br />John Farrell's request for division of platted lot at 987 W. County <br />Road C-2 with the following conditions: <br /> <br />1. That parcels A and C on the survey be combined into one new <br />flag lot. <br /> <br />2. That no structure be located without consulting staff in order <br />to preserve the trees and wetlands. <br /> <br />3. That before any building permits are issued, the City review <br />
