That the owners grant the City a 10-foot-wide visual access <br />easement along the inside curve of the Western Avenue <br />frontage. The easement would prohibit any significant <br />obstruction to visibility from the ground to 8 feet off the <br />ground within a 10-foot setback from the right-of-way line. <br />If the access to the property is built off Western Avenue, the <br />property owners will be required to maintain the easement free <br />of such obstructions. <br /> <br />2. That grading plans be submitted for review and approval by <br />City staff for any new building permits that are requested on <br />any of the lots. <br /> <br />3.
