Tom McGraw, representing Boyer Ford, pointed out that there is an existing special use permit which they could utilize for some of the operation without making any improvements. Mr. McGraw also indicated that their use produces less noise than the previous diesel repair and that they would be using state-of-the-art paint booths. Greg VanGomple, attorney for Interstate Diesel, indicated that they have never been notified that improvements were required, that the proposed use is similar to the previous use and that they support the project. Bruce Schmitt, architect for Boyer Ford, indicated that they would be willing to move the front parking area back seven feet and move the screen hedge off the right-of-way. Discussion Issues discussed included zoning of the property, city design standards, exterior building materials, the amount of gravel parking area, landscaping, length of the lease, the ability of the leasee to do improvements without owner approval, whether or not the City should be considering an interim use permit rather than a special use permit, potential noise and paint impact on neighbors, the timeframe for improvements, and the effect of market pressure. MOTION Thomas moved and Wietecki seconded a motion to recommend approval of Boyer Ford Truck's request for a special use permit at 1975 Oakcrest Avenue with the following conditions: 1. That one half of the gravel parking area be paved within 12 months. 2. That landscaping be brought up to code within 6 months.
