<br />ROSEVILLE PLANNING COMMISSION <br />May 12, 1993 <br /> <br />page# <br /> <br />5 <br /> <br />Presentation <br /> <br />Carlson highlighted the proposal and standards that have not been <br />met including parking setback, screening, and lot surface. <br /> <br />Tom McGraw, representing Boyer Ford, pointed out that there is an <br />existing special use permit which they could utilize for some of <br />the operation without making any improvements. Mr. McGraw also <br />indicated that their use produces less noise than the previous <br />diesel repair and that they would be using state-of-the-art paint <br />booths. <br /> <br />Greg VanGomple, attorney for Interstate Diesel, indicated that they <br />have never been notified that improvements were required, that the <br />proposed use is similar to the previous use and that they support <br />the project. <br /> <br />Bruce Schmitt, architect for Boyer Ford, indicated that they would <br />be willing to move the front parking area back seven feet and move <br />the screen hedge off the right-of-way. <br /> <br />Discussion <br /> <br />Issues discussed included zoning of the property, city design <br />standards, exterior building materials, the amount of gravel <br />parking area, landscaping, length of the lease, the ability of the <br />leasee to do improvements without owner approval, whether or not <br />the City should be considering an interim use permit rather than a <br />special use permit, potential noise and paint impact on neighbors, <br />the timeframe for improvements, and the effect of market pressure. <br /> <br />Citizens <br /> <br />No citizens appeared. <br /> <br />MOTION <br /> <br />Thomas moved and Wietecki seconded a motion to recommend approval <br />of Boyer Ford Truck's request for a special use permit at 1975 <br />Oakcrest Avenue with the following conditions: <br /> <br />1. That one half of the gravel parking area be paved within 12 <br />months. <br /> <br />2. That landscaping be brought up to code within 6 months. <br /> <br />Roll Call: Ayes: Sandstrom, Thomas, Wall, Wietecki <br /> Nayes: Harms <br />The Planning Commission meeting recessed at 9:15 p.m. <br />The Planning Commission meeting reconvened at 9:25 p.m. <br />
