ROSEVILLE PLANNING COMMISSION
September 8, 1993

Page# 5

video skill games at the Crossroads Shopping Center, 1655 W. County Road B-2.

Presentation

Falk highlighted the application and the discussions that occurred at the last Planning
Commission meeting.

Peter Nasvik, part-owner of Lava Links, explained the need for additional revenue. He
indicated that they do not want to create a hangout that will cause trouble for the center
but rather a family oriented operation. He also added that they would provide another
full-time employee to monitor the facility along with the present security that exists in
the center now.

Bob Pounds, representing Welsh Companies, indicated that there is security for the
center starting at 10:00 a.m. to 1/2 hour after closing. Security mostly monitors activity
in the mall area. He also indicated that there have been no police reports for Lava
Links to date.

Issues discussed included traffic, clientele using the facility, hours of operation, Fire
Marshal concerns relating to the lower level party room, length of time people will use
the facility, security, whether the amusement establishment would meet the thresholds
for a game room, complaints at the center (snow removal, sweeping, deliveries, etc.),
and the possibility of an interim use permit rather than a special use permit for this
proposal.

Citizens

George Lindgren, 1728 Oakcrest Ave., explained he is worried about loitering, what
happens outside of the center after hours, and when the expansion of the games at Lava
Links will stop. He added that kids are climbing the fence behind the center, cutting
holes in the fence, and littering around the fence and the center. He indicated the need
for outside security at the site. He also explained that an ordinance was passed last
year addressing this issue and expressed his desire that the City stay with that decision.

Wietecki closed the public hearing.

MOTION
