Hearings <br /> <br />(a) Planning File 2620 <br /> <br />Alladin's Castle request for a special use permit for a family entertainment <br />facility at 1705 VV. Highway 36 (Rosedale Center). <br /> <br />Presentation <br /> <br />City Planner, Mike Falk, provided a background report dated November 10, <br />1993 in which he described a request for special use permit to operate a 6,755 <br />sq. ft. family amusement center within the Rosedale Center. He explained that <br />the City code requires annual licenses for amusement devices and defines a <br />gameroom as a business establishment where more than 50% of the gross <br />revenues are derived from the operation of an amusement device. Gamerooms <br />must be at least 1500 linear feet from any residential, school, or park property. <br />The Allaclin's Castle proposal met the definition and setback requirements to be <br />considered a gameroom business. <br /> <br />Mr. Falk noted that the Police Department has reviewed this project and is <br />satisfied with the project safety. <br /> <br />Mr. Falk stated the staff recommendation was to approve the project with the <br />condition that the special use permit is only valid while a City gameroom license <br />has been issued for the operation. <br /> <br />Chairperson Wietecki asked Mr. Falk to explain the differences between the <br />Lava Links and Alladin's Castle proposal. Falk explained the difference as <br />primarily the 1500 linear feet of distance between the residential uses and the <br />requirement that the gameroom operation at Alladin's Castle have a special use <br />permit as required by the code. <br /> <br />Gary Gandrud, Attorney representing Alladin's Castle, introduced Torn Schultz <br />and Brent Maples, Alladin's Castle management. Gandrud explained the <br />complete family amusement center is similar to 257 other centers run by <br />Allaclin's Castle through the nation. He explained that Alladin's Castle has had <br />a 1000/0 record of dealing with problem issues within malls and has developed <br />
