Highway 36 (Rosedale Center). Presentation City Planner, Mike Falk, provided a background report dated November 10, 1993 in which he described a request for special use permit to operate a 6,755 sq. ft. family amusement center within the Rosedale Center. He explained that the City code requires annual licenses for amusement devices and defines a gameroom as a business establishment where more than 50% of the gross revenues are derived from the operation of an amusement device. Gamerooms must be at least 1500 linear feet from any residential, school, or park property. The Allaclin's Castle proposal met the definition and setback requirements to be considered a gameroom business. Mr. Falk noted that the Police Department has reviewed this project and is satisfied with the project safety. Mr. Falk stated the staff recommendation was to approve the project with the condition that the special use permit is only valid while a City gameroom license has been issued for the operation. Chairperson Wietecki asked Mr. Falk to explain the differences between the Lava Links and Alladin's Castle proposal. Falk explained the difference as primarily the 1500 linear feet of distance between the residential uses and the requirement that the gameroom operation at Alladin's Castle have a special use permit as required by the code. Gary Gandrud, Attorney representing Alladin's Castle, introduced Torn Schultz and Brent Maples, Alladin's Castle management. Gandrud explained the complete family amusement center is similar to 257 other centers run by Allaclin's Castle through the nation.
