<br />ROSEVILLE PLANNING COMMISSION <br />Wednesday, January 12, 1994 <br /> <br />17 <br /> <br />Randy Peek, Architect for the Space Center, explained that 35W is parallel to the <br />building face and the landscaping, both of which would reduce the amount of morning <br />reflection, if there was some, from the sun raising in the east. <br /> <br />Mr. Williams explained that berming along Long Lake Road to screen vehicles and the <br />lighting systems to provide lighting within the pavement areas only. He also explained <br />the screening and landscaping plan for the south side of the project which would <br />include vines and conifers along the south property line. <br /> <br />Member Sandstrom asked for the purpose of the berm along Long Lake Road and <br />which alternatives had been considered for ponding in this area. Mr. Williams <br />responded that the ponding was not required by the watershed district. The storm <br />sewer system in the street does not have the capacity for handling water from this <br />site and, therefore, would have to be rebuilt in order to accommodate water from the <br />Beltmann site. Lon Aune, City Engineer, stated that petition for the improvements <br />must be submitted to the City Council along with an explanation for the need to <br />install either the pond or the piping. Member Sandstrom stated that the project has <br />a lot of impervious surface which will carry pollutants from the vehicles. He <br />encouraged the developer to provide filtering and/or ponding to collect the <br />pollutants, noting that the visual screening was less important than reducing the <br />water pollution. <br /> <br />Chairman Wietecki asked for public comment. None was offered. <br /> <br />Member Thomas asked for clarification regarding the collection system which will <br />be used to collect pollutants from the vehicles. The staff will provide further details. <br /> <br />Chairman Wietecki closed the public hearing. <br /> <br />MOTION: Chairman Wietecki moved, seconded by member Rengel, to <br />recommend approval of the rezoning from B-6 to B-3 with the staff to work with the <br />applicant on the reflective light issues, the vegetative screen along the south side of <br />the project, and the staff to evaluate the benns, storm water/storm sewer issues and <br />the need for additional ponding. <br />
