PUBLIC HEARINGS. <br /> <br />(a) Planning File 2471 <br /> <br />Parkridge Development Corporation has requested a Planned Unit <br />Development, concept development plan approval, a rezoning from R1 to <br />PUD, and a comprehensive plan amendment from low density residential to <br />medium density residential on property located at 674 West County Road C. <br /> <br />Chainnan Keith Wietecki called the public hearing to order and requested <br />John Shardlow, a consultant for the city, to review the background of the <br />project. Shardlow noted that in 1992, when the project was previously <br />reviewed, the project contained 29 housing units. It now contains 23 units. <br />The applicant, AI Kehr withdrew the proposal at that time until the Vista <br />2000 and the comprehensive plan had been reworked to a substantial degree. <br />Shardlow stated that the 3.67 acres in the project would be used for 23 units <br />in a U-shaped configuration. He reviewed the adjacent property and the uses <br />on the adjoining block. Shardlow reiterated a recommendation from 1992 <br />that recommended the extension of the medium density designation from the <br />comprehensive plan to include all land from Kehr's property east to Dale <br />Street. He also recommended the extension of roads to Dale Street, County <br />Road C and to Roseplace on the west as the property develops in the future. <br />The proposal as currently presented assumes that there will be off-site <br />ponding to funnel the capacity of surface water runoff from the townhouse <br />project. <br /> <br />Member Wall asked where the offsite ponding might be. Shardlow <br />responded the most likely spot would be east of Dale Street. <br /> <br />A general discussion ensued regarding offsite ponding and responsibility of <br />the owners and developers to pay for such ponding. <br /> <br />2 <br />
