<br />City of Roseville Planning Commission Minutes <br />May 11, 1994 <br /> <br />enough information was not available for the Planning Commission to review. <br />He noted that the City Council may not approve the amendment to the <br />Comprehensive Plan designating the Kehr site for medium density <br />development and, therefore, reviewing the PUD would be moot. Member <br />Wall stated that he was concerned that the issues the applicant must address <br />have not been completed to City standards, especially the ponding, drainage, <br />street size, and following the general application information required of <br />every applicant. <br /> <br />4. COMMUNICATIONS FROM THE PUBLIC. <br /> <br />Don Dexter, from Legion Post 542, expressed his confusion regarding the <br />Comprehensive Plan designation of single-family rather than institutional. <br />Chairman Wietecki explained the difference between zoning and the <br />Comprehensive Plan and noted that the Legion can remain as it is without <br />hinderance. Chairman Wietecki also noted that the highest and best use of <br />the area may not be institution, but rather something much more <br />complimentary to the single-family areas that surround it. It is the <br />responsibility of the Commission to recommend uses that are compatible <br />provide a financial return. Mr. Dexter stated that the Planning Commission <br />has not addressed what the Legion wants to do on the site, and that all of the <br />surrounding properties adjacent to the Legion pay fewer taxes than the Legion <br />itself. Mr. Dexter stated that the Legion should have some special treatment <br />because of its tax structure. <br /> <br />Thorton Gable asked for clarification regarding the Comprehensive Plan <br />Minutes vote; was it a 4 to 3 vote or a 5 to 2 vote? Chairman Wietecki <br />explained it as a 5 to 2 vote. <br /> <br />Harris Mallary expressed concern with the VISTA 2000 Program noting that <br />he did not want to see higher density or vertical buildings. He explained that <br />Roseville may become "vertical-ville" if more density is approved. <br /> <br />Dennis Olson, Rose Place, stated that he did not understand the voting issues <br /> <br />6 <br />
