<br />City of Roseville Planning Commission Minutes <br />May 11, 1994 <br /> <br />by the Planning Commission. He noted that at the April meeting, the <br />Commission decided that they did not want to create islands of different uses. <br />He asked the Commission where does this type of change stop? <br /> <br />John Daubney commended Chairman Wietecki on the handling of the public <br />hearing. <br /> <br />Jim Helberg stated that someone will build on these vacant sites in the future. <br /> <br />Dick Houk expressed concern about private rights versus public rights as it <br />relates to land use designations. <br /> <br />Pat Igo spoke in favor of new projects throughout the community. <br /> <br />(b) Planning File(s) 2641 and 2642 <br /> <br />James Westby and the Vietnamese Buddhist Association have requested <br />vacation of right-of-way at 475 Minnesota Avenue, and Westby has <br />requested a rezoning from Rl to R2 and a division of a platted lot at 480 <br />Lovell Avenue. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested City <br />Planner Michael Falk to provide a background report. <br /> <br />Michael Falk provided a background report in which he described a proposal <br />to subdivide one lot and to vacate an existing roadway easement to allow for <br />two developable lots and a proposal to allow for one duplex on one of those <br />new lots for Mr. Westby's mother-in-law and her sister. The proposed <br />vacation is on property that was originally acquired in 1967 by the City as an <br />easement for possible future streets. No streets have occurred on this site <br />and, in fact, a single-family residence blocks access to Minnesota Avenue on <br />the south. The lot, which is proposed to be subdivided, is currently 28,000 <br />square feet in size and would be broken into two lots, each larger than the R 1 <br />lot size of 11,000 sq. ft. <br /> <br />7 <br />
