City of Roseville Planning'Commission Minutes
May 11, 1994

Member Wall stated that, for the record, only the neighbor (Hernandez) has
expressed opposition to the change to an R2 lot. He would support all three
recommendations of the staff.

Member Thomas asked for clarification regarding the buffer between the
Rottland Villa Townhomes in the Concordia Meadows Project and the single-
family area. Member Sandstrom asked for criteria for an R2 zone. Chairman
Wietecki explained that City policy is to allow an R2 duplex lot to be spot
zoned anywhere within an Rl district. Member Roberts stated he was in
agreement with the vacation of the right-of-way easement and in agreement
with the subdivision into two lots but would oppose a rezoning to R2.

MOTION: Member Thomas moved, seconded by Member Roberts, to
recommend approval of the vacation of right-of-way easements and the
subdivision of a 28,000 square foot lot into two lots each exceeding 13,000
square feet in size along Lovell Avenue as per the staff recommendation.

Roll call: Ayes:

Sandstrom, Rengel, Thomas, Wall, Wietecki,
Hanns, Roberts

Nayes:

None.

MOTION: Member Wall moved, seconded by Member Rengel, to
recommend that the western lot of the previously recommended subdivision
be rezoned from Rl to R2 to allow for one duplex to be constructed on the
western of the two lots. Member Rengel stated that the scale between the
single-family and the duplex is minor and it is reasonable use of the site.

Roll call: Ayes:

Wall, Rengel

Nayes:

Thomas, Sandstrom, Roberts, Wietecki, Hanns.

9
