<br />City of Roseville Planning Commission Minutes <br />May 11, 1994 <br /> <br />d) Planning File 2644. <br /> <br />Gary Nordness/Lon Musolf request for a variance to the zoning ordinance to <br />expand an existing industrial building located at 2760 Fairview Avenue. <br /> <br />Chairman Wietecki opened the public hearing and requested Michael Falk to <br />provide a background report on the project. Michael Falk explained that <br />there were three (3) variances necessary to allow for a 31-foot setback from <br />the Fairview Avenue right-of-way wherein, by code, a 40-foot setback is <br />required; a variance was requested from the rear lot line to allow parking to <br />occur at the property line instead of a setback of five feet. The third variance <br />was to allow no curb line to be constructed at the rear of the lot so that <br />drainage would flow across the surface to the east and into County ditch #4. <br /> <br />Falk noted that this proposal to upgrade a wholesale sales, office, and <br />distribution building would be an improvement to a legal non-conforming use. <br />The proposed addition triggers the need to either conform to the city's <br />standards or to apply for variances. He said that the applicant needs to <br />comply with the city's design standards and has proposed using a new outside <br />building material including synthetic stucco bands, panelized brick veneer, <br />and rock-faced concrete block. The rock-faced block would be at the rear of <br />the building and could be with an imbedded color. Two design alternatives <br />were suggested. One with a flat roof and one with a peaked roof. The <br />architect for the Musolfs has suggested that the flat roof is more consistent <br />with the industrial buildings in the area and proposes this as the design for the <br />building. <br /> <br />City Planner Falk stated that the staff recommends approval of the 9-foot <br />variance from the front property line and the 5-foot variance from the rear <br />property line to allow parking to occur at the rear lot line. The staff also <br />recommends the use of concrete curb and a storm sewer at the rear of the <br />parking lot. <br /> <br />Member Thomas asked what the hardship would be on the rear parking area. <br /> <br />10 <br />
