City of Roseville Planning Commission Minutes
May 11, 1994

d) Planning File 2644.

Gary Nordness/Lon Musolf request for a variance to the zoning ordinance to
expand an existing industrial building located at 2760 Fairview Avenue.

Chairman Wietecki opened the public hearing and requested Michael Falk to
provide a background report on the project. Michael Falk explained that
there were three (3) variances necessary to allow for a 31-foot setback from
the Fairview Avenue right-of-way wherein, by code, a 40-foot setback is
required; a variance was requested from the rear lot line to allow parking to
occur at the property line instead of a setback of five feet. The third variance
was to allow no curb line to be constructed at the rear of the lot so that
drainage would flow across the surface to the east and into County ditch #4.

Falk noted that this proposal to upgrade a wholesale sales, office, and
distribution building would be an improvement to a legal non-conforming use.
The proposed addition triggers the need to either conform to the city's
standards or to apply for variances. He said that the applicant needs to
comply with the city's design standards and has proposed using a new outside
building material including synthetic stucco bands, panelized brick veneer,
and rock-faced concrete block. The rock-faced block would be at the rear of
the building and could be with an imbedded color. Two design alternatives
were suggested. One with a flat roof and one with a peaked roof. The
architect for the Musolfs has suggested that the flat roof is more consistent
with the industrial buildings in the area and proposes this as the design for the
building.

City Planner Falk stated that the staff recommends approval of the 9-foot
variance from the front property line and the 5-foot variance from the rear
property line to allow parking to occur at the rear lot line. The staff also
recommends the use of concrete curb and a storm sewer at the rear of the
parking lot.

Member Thomas asked what the hardship would be on the rear parking area.

10
