Member Rengel suggested that an alternative driveway <br />design could be a cul-de-sac located east of the proposed canopy with no access to <br />County Road B. <br /> <br />Motion: Chairman Wietecki moved, seconded by Member Thomas, that the Planning <br />Commission recommend denial ofRoseville Good Samaritan Center's request for front <br />yard setback, building and parking lot variances to Section 8.020 and 8.13 of the Roseville <br />City Code at 1415 West County Road B because no hardship or practical difficult was <br />present on the site and because the proposal would result in traffic and pedestrian safety <br />problems. <br /> <br />Member Wall stated that he was in opposition to the motion because Ramsey County has <br />reviewed traffic and approved the proposed design, that this is a unique business at that <br />location, and because he believed the practical difficulty had been demonstrated because <br />of the existing layout of the building. <br /> <br />Roll Call: <br /> <br />Ayes: Rengel, Thomas, Harms, Roberts, Sandstrom, Wietecki. <br /> <br />Nays: Wall. <br /> <br />6. <br /> <br />(b) <br /> <br />Planning File 2667. <br /> <br />Naftalia Alkali request for a special use permit for an automobile repair facility at 3114 <br />North Lexington Avenue. <br /> <br />Chairman Wietecki opened the public hearing and requested Mike Falk to provide a <br />background report on the proposal. <br /> <br />Mr. Alkali is requesting a special use permit for light automobile repair allowing him to <br />construct a new 7800 square foot facility that would house his Car-X Muffier operation <br />and an additional auto-related tenant. <br /> <br />Michael Falk summarized the proposal and pointed out that the proposal would meet all <br />city standards with the exception of parking setbacks along the south and east property <br />line and the setback ofthe pylon sign. Mr. Falk recommended that the special use permit <br />be approved subject to resolution of the setback issues. <br />
