<br />Planner, to provide a background report and to clarifY if proper notification had been <br />distributed to all property owners. <br /> <br />City Planner Falk provided a background report in which he reviewed the Comprehensive <br />Plan and rezoning for the entire church site to Planned Unit Development for a new 60- <br />unit senior housing project. He reviewed the site orientation, parking, traffic, storm <br />drainage, building materials and letters ITom the neighbors. The planning staff <br />recommended approval of the Concept Plan for the entire church site with more details to <br />be provided in the future by the applicant as per the staff report. <br /> <br />Member Wall asked for clarification regarding the surface water drainage ITom the parking <br />lot to the ponding area in the northeast comer of the site. City Engineer Lon Aune <br />provided details of the ponding and engineering necessary to take the water rrom the <br />south end of the site to the pond at the north end of the site and then into the storm sewer <br />system. <br /> <br />Member Wall asked for screening details along the south edge of the housing and parking <br />lot ITom the existing residential area beyond the southern border. Michael Falk provided <br />the details rrom the landscape plan. <br /> <br />Member Thomas asked if the current landscape plan meets the city's landscape criteria. <br />The staff responded it did. Member Thomas asked about the exit to County Road Band <br />whether it would require an additional median cut. The staff responded no median cut <br />was necessary. <br /> <br />Member Thomas asked if there were walkways ITom the building to a bus stop and the <br />existing sidewalks. The staff responded affirmatively. Member Thomas asked if the <br />building would mesh architecturally with the existing buildings on this site. The staff <br />responded it would be of a complimentary brick and permanent siding design. <br /> <br />Member Thomas asked if the parking slots for the apartment site are new. The staff <br />responded the spaces are new (approximately 20 spaces) and a circular drop off <br /> <br />Member Sandstrom asked for clarification regarding the view of the building and the <br />church ITom Fairview Avenue; would it block out the view of the church. Michael Falk <br />responded that the building will set 10 feet below the elevation of the church, but that the <br />second floor of the apartment complex would block from view a portion of the church <br />ITom Fairview. <br /> <br />Member Rengel asked for clarification regarding grading and spot elevations and first- <br />floor elevations ITom Fairview Avenue. The staff responded the building will be built <br />approximately 4 feet above the height ofFairview Avenue. <br /> <br />3 <br />
