<br />MOTION: Member Thomas moved, seconded by Member Wietecki, to recommend <br />concept plan approval of Father Robert Nygaard/Corpus Christi Church request for a <br />rezoning rrom R1 to Planned Unit Development and a change in the Comprehensive Plan <br />from Church to "Church and medium density housing" for a proposed 60 unit senior <br />citizen housing development at 2131 North Fairview Avenue on the 10+ acre site shown <br />in the site plans, dated July 26, 1994, including all of Corpus Cristi's land with the <br />following conditions: <br /> <br />1. The Engineering Staffs requirements of August 2, 1994, be included in the design. <br /> <br />2. Year-around landscaping be established on the south side of the project. <br /> <br />3. The brick and maintenance-rree siding be similar in appearance to the buildings on <br />the site. <br /> <br />4. The building will have 72 or more parking spaces (a mix of indoor or outdoor) on <br />the site as per the site plan of July 26, 1994. <br /> <br />5. The building will not use church parking lot for regular parking purposes. <br /> <br />6. The apartment residents will be 62 years of age or older. (The building will be for <br />seniors or handicapped individuals.) <br /> <br />7. The screening of the rooftop vents will be done and reviewed by city staff <br /> <br />8. The building will use an architectural-type shingle. <br /> <br />9. The lighting plan for the exterior of the site will be approved by the city staff. <br /> <br />10. The sign plan will be approved by the staff <br /> <br />11. The exact building materials will be specified in the PUD. <br /> <br />12. A site elevation section plan will be developed illustrating the slopes rrom the site <br />to the street. <br /> <br />13. A grading and drainage will be prepared and must be approved by the staff <br /> <br />Discussing the Motion. Member Wall stated this project worked well for seniors in <br />comparison to the previous projects. He stated the patios and the parking were acceptable <br />because of the senior users. He noted that 180 trips per day is not a significant amount of <br />trips on a county road system, and that he would support the motion to approve the <br />project. <br /> <br />7 <br />
