Ruth Gangl, 1223 Draper, asked how much bigger the new church will be and who would
pay for landscaping in the public right-of-way. She asked ifthere were designs possible
without a variance. Mr. Bishop responded that there were alternatives "i" or "j" and that
many interior designs were also tried.

Paul Gangl, 1223 Draper, asked for the exact height of the top of the cross on the new
portion of the building. Mr. Bishop explained that he could not give that height at this
time because the cross and the peak on the new building had been removed rrom the
design. Mr. Gangl asked for details regarding the siding material. Mr. Bishop responded
that the siding would be 1 of 4 or 5 exterior materials which meet the city's design
standards including such things as raised metal panels, copper tiles, shakes, and asphalt
materials.

Terry Hewlen, 1224 Draper, stated that a 10' variance would not impact the ADA
accessibility code. She asked for more details regarding exterior materials and asked what
was the relationship between the function of the building as a multipurpose facility and the
size of the proposed church.

Ruth Gangl, 1223 Draper, stated the size ofthe church in relation to the residential area is
too large. She stated this proposal would have a big building, a big parking lot, and
reflected heat in a residential area. She asked that the City place a no parking sign
between the fire hydrant and the corner at Fernwood and Draper.

Nate Bostrom, 1190 Roselawn, stated that, if the expansion is approved, there should be
additional evergreens on the south side of the building because of the lack of screening in
the winter from the existing trees.

Paul Gangl, 1223 Draper, asked the Commission why a church should be allowed to have
other uses not allowed for in the zoning ordinance.

There were no further comments. Chairperson Thomas asked for comments rrom the
Commission.

Member Harms asked the purpose of the variance. Was it simply the height variance.
City Planner Falk responded "yes" there was no other purpose in requesting the variance
than to allow for the height of the south east view of the building. Member Harms asked
ifthere were any existing structures in the community that were 53' in height. She asked
the staff to provide examples of other churches.

Member Sandstrom asked who approves the architecture, landscaping and site plan for the
project. City Planner Falk responded that the Design Review Committee will review and
approve these documents based upon the City's adopted design guidelines.

7
