However, rrom the east, the building will be 1 full story higher because of <br />the way the terrain drops off An additional main entrance would be constructed at the <br />lower level on the south east side of the building; thereby, creating a 40' height for the <br />building when viewed rrom the south east. Mr. Falk eXplained that the shape of the <br />building is driven, in part, by the need for better acoustics in the interior of the new <br />worship center as well as meeting the existing floor elevations in the present facility. He <br />described the definition of "height" as defined in the building code as the mid-point of the <br />roofline. <br /> <br />Mr. Falk stated that the staff recommends approval of the 10' height variance, because of <br />the topographic differences on the site, and because of the need to match the existing <br />facility floor levels, as well as allow for parking and handicapped access at the lower <br />southeast level. <br /> <br />A general discussion among the Commission members ensued regarding the need for a <br />variance. Member Wall asked if a design can be created which works on this site which <br />does not require a variance. Planner Falk responded that a variance would not be <br />necessary if the southeast corner of the building were filled. This would reduce the <br />amount of parking and require access into the building rrom the west side. The building <br />would be measured only rrom the west side and would be within the height requirements <br />of the code. Currently the proposed building would be 5' taller than the existing structure <br />as viewed from the west. The overall height is estimated to be 53' from the southwest <br />corner to the top of the roof <br /> <br />Member Wall asked if the south side view could be softened with large trees. Member <br />Harms asked if there was a landscape plan which accompanied the variance request. City <br />Planner Falk responded that there is a development review that must be completed after <br />the Planning Commission and City Council deal with the issue of height. In the <br />development review process, the landscaping and all other site conditions will be clarified. <br /> <br />Mr. David Bishop ofRoseville Lutheran Church, Pastor George Weinman, Architect John <br />Justice were presented to the Commission. Mr. Bishop described the architectural design <br />and the flexibility. He explained the hardships related to matching stair levels and floor <br />levels with the existing building. He stated the hardship is one of shape and size that <br />reduce the usability of the remainder of the site. Mr. Bishop explained the audio system <br />and the stages that would be installed within the facility. He also discussed the <br />multipurpose use of the building. He explained that the highest point of the building <br />would be 300' back rrom Roselawn Avenue. He pointed out existing trees along the <br />Boulevard and noted that they would remain, and additional trees would be planted in the <br />parking lot and adjacent to the building. <br /> <br />Member Wall stated that, if no variance was granted, the acoustical system would be the <br />facet of the project that would suffer most. <br /> <br />6 <br />
