<br />6. PUBLIC HEARINGS: <br /> <br />6. (a) Planning File 2708: <br /> <br />Roseville Lutheran Church request for a height variance for the construction of an <br />addition at 1215 Roselawn Avenue. <br /> <br />Chairperson Wietecki opened the previously continued public hearing. He requested City <br />Planner Michael Falk to provide a background report regarding the proposal. <br /> <br />Mr. Falk explained the request for a 10 foot height variance and the reasons for the <br />variance. He reminded the Planning Commission that at the October meeting, the <br />Planning Commission asked for further details on landscaping, alternative designs, and <br />acoustics, in addition to further review with neighboring property owners. <br /> <br />Mr. Dave Bishop, John Justice (architect), George Weinman, Karen Olson, and other <br />represented the church. Bishop discussed topography as the practical hardship. The <br />design seeks to site the building to take advantage of the topography. A 10 foot height <br />variance was requested to allow entry at both the lower and upper level. Without the <br />variance, the religious use of this building could not be maximized. <br /> <br />Why was the shape of the church designed as shown; a perspective of the church, and <br />other designs considered. David Kohn and John Justice decsribed the needed acoustics. <br />The acoustics are part of the function of the building. The acoustics require the additional <br />10 feet in height (ffom 30 feet to 40 feet). <br /> <br />Mr. Bishop described the report on the 17 different design alternative pages. He described <br />the screening of the site from Roselawn Avenue. Screening along Roselawn with trees <br />can provide adequate screening. <br /> <br />Member Thomas questioned whether the tree screening should be deciduous or coniferous <br />(spruce trees). The deciduous trees do not screen as well. Bishop said spruce are not salt <br />tolerant to street maintenance and are not reocmmended in the boulevard. Bishop <br />illustrated pictures taken from Roselawn Avenue, looking north toward the site, <br />landscape plans for the parking area north of Rosel awn were described. The neighbors (5) <br />wanted some view of the church, did not want berms or fences, and preferred deciduous <br />material similar to existing trees. The neighbors wanted to see into the site and preferred a <br />lighted parking lot. They asked that existing trees be saved if possible. <br /> <br />John Justice provided background on comparable churches in the area. <br /> <br />Chairperson Keith Wietecki asked for height of existing buildings (44 feet with average of <br />40 feet).
