Michael Falk provided a review of <br />adjoining properties and noted that, together, the adjoining properties could create better <br />and more normal size lots. Siting of houses on flag lots creates "view" problems and <br />utility extension higher costs. He showed a 3 lot subdivision, each meeting the minimum <br />lot size requirements, noting it was more efficient and of higher lot value. The cul-de-sac <br />has 6 utility services, 3 of which would serve this site. If approved as flag lots, the sewer <br />would have to have clean-outs and the water line oversized. <br /> <br />The Woessner proposal creates a 73 foot wide lot and a 30 foot wide flag lot at the cul- <br />de-sac. <br /> <br />Staff recommended that the combining of adjacent parcels into 3 lots makes more sense <br />and value. <br /> <br />Member Wall asked for length of utility services on the cul-de-sac. Member Sandstrom <br />asked if there was a variance in the subdivision. Was a hardship necessary? Falk stated <br />that the subdivision, if approved, would also approve a variance. Member Sandstrom <br />asked if flag lots were a concern to the Fire Department. Falk stated they prefer standard <br />lots but can serve flag lots. <br /> <br />Tom Woessner, representing Mary Woessner, noted a distinction of the Woessner parcel <br />is that Mary Woessner lives on the lot now. There is a need to subdivide. Three lots will <br />provide a reasonable value for the lots and negotiations with the neighbor. The parcel to <br />the west is 80 feet in width. Three lots to the east is a flag lot. A 22,000 sq. ft. lot would <br />be attractive to some buyers. <br /> <br />Member Wall asked for clarification regarding the 3 lots within the Woessner parcel. <br /> <br />Cliff Lund, 2241 N. Milton, owner of the parcel east of the Woessner parcel, stated he <br />was in favor of resubdividing the Woessner and Lund parcels into 3 lots. <br /> <br />Barry O'Meara, property owner to the west, stated this design (with the flag lot) is not a <br />good design for the cul-de-sac. O'Meara would like to see where the houses would be <br />located on the flag lot and adjacent to it. The flag lot driveway may be an intrusion to the <br />adjoining houses. By cooperating with Lund, O'Meara feels the cul-de-sac lots would be <br />more usable. <br /> <br />Chairperson Thomas closed the public hearing. <br /> <br />Motion: Member Wall moved, seconded by Member Rengel, to recommend denial of <br />proposed flag lot design and variances within preliminary and final plat. The cul-de-sac <br />design with 3 lots on the street would be more usable and have more value. <br /> <br />2 <br />
