<br />Chairperson Wietecki said if there are no contracts and no selections of developers, <br />she could participate. If there is concern, she could abstain from voting. <br /> <br />John Shardlow illustrated the original 1980 High School plan on this site. He <br />illustrated the environmental constraints. <br /> <br />Member Thomas asked if there were concerns regarding the train noise during the <br />evening? What are the design implications? <br /> <br />John Shardlow explained the Phase I environmental analysis of the site. The analysis <br />determined there were no serious or hazardous problems, other than rubbish and <br />debris dumped on the site. <br /> <br />Marshall Brayman, environmental/wetlands specialist, explained that 2.5 acres of <br />water is to be DNR protected water. Member Wall asked about wetland areas and <br />whether they hold water year round? <br /> <br />John Shardlow explained the changes from previous proposals and will also update <br />the traffic study, wetlands and landscape plans. The project will have architectural <br />controls. <br /> <br />Member Thomas asked how long the development will take? <br /> <br />Member Wall asked whether the homeowners will have common open space <br />ownership? <br /> <br />Jim Orr, Schoell and Madsen, engineers fonhe project, described the public <br />improvements and ponding. <br /> <br />Member Thomas asked who would maintain the storage ponds over time? Will the <br />park be the detention pond? (Yes) Are there treatment ponds? (Yes, NURP ponds). <br />Who will maintain NURP basins? (City - possibly) Member Thomas asked if staff <br />would check to see if previous PUD's have included requirements for City <br />maintenance of ponds. Member Thomas asked City staff to review aquifer recharge <br />maps from Ramsey County Surface/Subsurface Water Quality Plan. <br /> <br />Member Wall asked if the pipeline should be tested for strength to determine the need <br />for setback and safety in relation to a blow up. What are pipeline regulations in this <br />area? Chairperson Wietecki asked Michael Falk to contact Amoco regarding the <br />pipeline. <br /> <br />Member Harms asked if homeowners should be made aware of pipelines in the area. <br />Does it affect insurance rates? <br /> <br />John Shardlow stated that the single family lots will be developed at a rate of 1/3 each <br />of three years. The project will start from the northeast and from the southwest. <br /> <br />Member Thomas asked ifthe development will take 3 years to complete? Will <br /> <br />4 <br />
