<br />CITY OF ROSEVILLE PLANNING COMMISSION MEETING <br />WEDNESDAY, FEBRUARY 8, 1995 <br /> <br />6. PUBLIC HEARINGS: <br /> <br />(a) Plannine File 2726: Independent School District #623 request for concept <br />approval of a Planned Unit Development consisting of 60 townhomes and 79 <br />single family lots, a rezoning from R-l to residential Planned Unit Development <br />(PUD), and preliminary and final plat approval on land generally bounded by <br />Dale on the west and S. Owasso Boulevard to the west and Western Avenue to the <br />east. Independent School District #623 also requests a change in the <br />Comprehensive Plan map relocation of the medium density residential uses and <br />public park uses. <br /> <br />Chairman Keith Wietecki opened the hearing and asked City Planner Mike Falk, <br />to provide a background and review/approval process. This evening the issues are <br />approval of the concept PUD and preliminary plat including 60 townhomes and <br />79 single family lots. <br /> <br />The Roseville Guide Plan is designated for MR (Medium Density Residential) <br />and P (Park). The map locations and configurations will change, but not the land <br />use designations. This project is one of the last undeveloped areas (95 acres) in <br />the city. The school district is acting as a developer of77 acres, the remaining <br />20+ acres will be developed into 2 single-family homes and 38 townhomes at a <br />future meeting by developer Marty Harstad. <br /> <br />Mike Falk related that park dedication will include 8.3 acres of neighborhood <br />park. There is a land-locked low point on the park site. Temporary storage areas <br />will be constructed on the park site. Access to the park will include sidewalk <br />along the major road and into the park at the north edge of the park. Trail access <br />from Judith Avenue is still being studied along Mackubin through the <br />development to the park. More detail will be sought. <br /> <br />Three Home Owners' Associations will be created. Mike Falk provided <br />background on Amoco pipeline operations and inspections. <br /> <br />Lon Aune, Assistant City Engineer, stated the sewer and water pipes and services <br />in the area adjacent to the proposed site are adequate in size and condition to <br />support the needs of the project. He discussed looping of utilities to provide for <br />better flow and service throughout the project. <br /> <br />The storm sewer plan is to drain water to a site on the east side of the park, storing <br /> <br />3 <br />
