<br />CITY OF ROSEVILLE PLANNING COMMISSION MEETING <br />WEDNESDAY, FEBRUARY 8, 1995 <br /> <br />the water and pumping westward at a gradual rate into Lake Owasso. NURP <br />basins will be used to contain runoff. <br /> <br />Member Thomas asked for the size/capacity of the sewer line? (8 inch sewer <br />line.) <br /> <br />Lone Aune described the word rights-of-way widths and cul-de-sacs. Member <br />Thomas as for the steepest road grade? (6% is the steepest.) <br /> <br />The intersection of Dale and South Owasso was discussed, with a 50 to 100 foot <br />cleared vision path be maintained along the east side of Dale. The intersection of <br />Owasso and Western will also be reviewed by a traffic consultant. <br /> <br />The Water Management Plan requires ponding on all land-locked parcels. The <br />engineers are preparing a study on the necessary pond size adjacent to the park. <br />The "bounce" in the wetlands throughout the site will be examined in detail to <br />reduce habitat damage. Pumping will be installed for large event pumping to <br />Lake Owasso. <br /> <br />The project has been reviewed by the Grass Lake Water Management <br />Organization. They recommended future study of quality and quantity of water <br />going into Lake Owasso, erosion, habitat protection. A citizen expressed concern <br />about water flowing through his yard to Lake Owasso. <br /> <br />Chairman Wietecki asked if the park would be flooded periodically? How much <br />land will be in temporary ponding? What will the size of the pumps be? What <br />state agencies are required to review this site? <br /> <br />Member Thomas: What are the design/engineering issues to be resolved? <br />(looping the water system and utility easements.) <br /> <br />Member Thomas: What issues need to be addressed regarding ponding and <br />wetlands? (The response was the impact on park and habitat). <br /> <br />Member Thomas: Will ponding impact the house basements? Lon Aune stated <br />wetland mitigation will require a 2 for 1 enhancement of any wetland. He <br />discussed the requirement for outlots or easements for all wetlands and NURP <br />ponds. The sensitivity to groundwater was also reviewed based on Ramsey <br />County's Atlas, which shows that surface water will move through surficial <br /> <br />4 <br />
