PUBLIC HEARINGS <br /> <br />(b) Planning File 2725: Harstad Homes, Inc. request for concept approval of a <br />Planned Unit Development consisting of 38 townhomes and 2 single family lots, a <br />rezoning from R-l to residential Planned Unit Development (PUD), and <br />preliminary plat approval on land generally located west of the intersection of <br />Owasso Boulevard South and Western A venue. Harstad Homes, Inc. also <br />requests a change in the Comprehensive Plan map designation of the site from <br />low density residential to medium density residential. <br /> <br />Chairman Keith Wietecki opened the hearing and asked City Planner Mike Falk to <br />provide background information and a summary of staff's review of this matter. <br /> <br />Member Harms stated that she had a potential conflict of interest in that she has worked <br />for Harstad Homes in the past. Chairman Wietecki noted the potential conflict, stated <br />that he felt there was no conflict of interest and asked Member Harms to participate in the <br />discussion and vote on this matter. <br /> <br />Chairman Wietecki asked that Mike Falk explain what a planned unit development is. <br />Mike explained the nature of a planned unit development and the approval process for a <br />PUD. <br /> <br />Falk summarized the proposed townhouse plans including the consistency ofthe design <br />and relationship with the School District project to the south, pipeline issues, parkland <br />dedication, and general utility issues. <br /> <br />Lon Aune, Assistant City Engineer, summarized Engineering issues including the general <br />design ofthe sanitary sewer, storm water, and roadway systems in the project. Aune <br />pointed out that water quality issues have been reviewed by the Grass Lake Water <br />Management organization and there comments and concerns are being met by the <br />developer. Aune also stated that the intersection design of Western and S. Owasso Blvd. <br />have been reviewed by the City Traffic Consultant. <br /> <br />Member Harms questioned whether safety issues were looked at in the design of the <br />Western/So Owasso review. She expressed concern about the safety of pedestrians and <br />kids as the project has been proposed. <br /> <br />Aune pointed out that there were four minor accidents in the area and that the traffic <br />consultant looked at a number of alternatives and was recommending the current design. <br /> <br />2 <br />
