<br />CITY OF ROSEVILLE PLANNING COMMISSION MEETING <br />WEDNESDAY, MARCH 8,1995 <br /> <br />Member Sandstrom questioned whether or not a DNR permit will be obtained for the <br />proposed outlet to the wetland area. Aune stated that the issue will be looked at. <br /> <br />Falk summarized the project and the necessary Planning Commission actions including <br />Comprehensive Plan amendment, rezoning, PUD general concept plan approval, and plat <br />approval. Staff recommended approval of all of the above items. Staff recommends that <br />the rezoning from R-l to PUD, general concept PUD plan approval, plat approval, and <br />Comprehensive Plan amendment from low density to medium density be approved. <br /> <br />Marty Harstad, the developer, stated that they have worked very closely with the School <br />District to make their project compatible through the use of similar design elements and <br />materials to make the projects appear as one project. Mr. Harstad discussed the pipeline <br />issues and stated that while the proposed building setbacks were less than those <br />recommended by the Pipeline Safety Committee, topography should be taken into <br />account. Because the grade at the location of the pipeline is considerably lower than the <br />first floor elevation of the proposed townhouses, that any leak or problem would flow <br />away from the homes and would not be a safety problem. Mr. Harstad also indicated that <br />the DNR had been consulted concerning the proposed outlet to the ponding area, even <br />though they technically do not have any jurisdiction. Mr. Harstad also indicated that an <br />outlet used to exist near the ponding area that had been severed in the past. <br /> <br />Chairman Wietecki summarized some design concerns that he had with the project based <br />on his review of similar Harstad and Pratt projects in other communities, including the <br />uniformity and monotony of the garage windows, same setbacks, and the large two story <br />mass on the rear of the buildings which would be visible to S. Owasso Boulevard. Mr. <br />Wietecki suggested that the developer look at ways to break up this monotony including <br />the use of varied setbacks and landscaping materials. Mr. Wietecki also was concerned <br />about the size of the landscaping materials. <br /> <br />Chairman Wietecki closed the public hearing. There were no public questions or <br />comments. <br /> <br />Chairman Wietecki requested that staff work with the developer concerning the three <br />concerns that he previously expressed. <br /> <br />Member Rengel pointed out that because of the great difference in the back toward S. <br />Owasso Boulevard, that landscaping would be important to break up the monotony. <br />Rengel pointed out that the Calibre Ridge project suffers similar monotony because of <br />lack of landscaping along Highway 36. <br /> <br />3 <br />
