He stated additional neighbors including Florence <br />Touges wanted a fence along the north property line. <br /> <br />Gordie Howe, the developer, stated that he preferred a 4' high fence. <br /> <br />There was no further comment. <br /> <br />7. <br /> <br />(a) <br /> <br />Si2n Ordinance <br /> <br />Assistant Community Development Director, Rick Jopke, provided background on a <br />request by the City Council to clarify and provide better regulations regarding signs and <br />flags in the community. Member Thomas stated that the proposed section of the code <br />dealing with holiday signs was flawed and did not deal with Jewish Holidays. The flag <br />sizes may be a problem. She also stated flag protocols should cite the Federal statute <br />requirements. Member Wall stated that lease signs, railroad and wall signs and painted <br />signs are a problem in the community. Member Harms stated that advertising on the <br />sides of trucks is a problem. Member Wall stated that enforcement is the basic problem, <br />and it is a waste of time to add new regulations if the city does not have the time to <br />enforce them properly. Member Thomas stated that holiday signs are a freedom of <br />speech issue. She requested that the staff ask the City Attorney for a summary of what is <br />pending in the Supreme Court. <br /> <br />Chairman Wietecki asked that the staff address specific issues along the zoning districts <br />which adjoin 35W and Snelling Avenue. He asked if such signage would conflict with <br />the city and the John Rose Oval signs. He asked that the staff look at flashing signs and <br />rental signs. Chairman Wietecki stated that the Commission should start with the <br />regulations necessary in the zoning district where there is a problem, and perhaps limit <br />the new requirements to the car dealer zones. <br /> <br />7. (a2) Nuisance Ordinance <br /> <br />Michael Falk provided a background report in which he reviewed the Nuisance <br />Ordinance additions which were requested by the City Council including better <br />definitions of junk, debris, equipment allowed to be stored in yards, car storage, RV <br />storage, exterior housing maintenance, and the Administrative Offense Code necessary <br />for enforcement. <br /> <br />Member Thomas stated that the city must quantify public nuisances as structurally <br />unsound or unsafe. Chairman Wietecki stated that this proposed amendment to the City <br />Code is very broad, including things such as junk, appearance, parking. The City should <br />step back and ask if this is really what is needed. <br /> <br />Member Thomas stated that the deterioration of neighborhoods has already begun <br /> <br />7 <br />
