Member Sandstrom stated <br />there are two kinds of nuisances in the proposed code amendment: (a) public harm or <br />safety nuisances in which an action is necessary and should be enforced strictly and (b) <br />visual and value judgment nuisances which should be responded to with warning <br />procedures first. <br /> <br />Member Wall stated that, as the citizen's age in the community, there will be more <br />recreational vehicles. There will be a need to understand the impact that trailers and <br />motorhomes have on the community. There is a need for more discussion of these issues. <br />He asked for the history of the Moundsview Code. Chairman Wietecki stated that the <br />neighborhood deterioration issues are real and asked the staff to compare what is being <br />done around the Twin Cities. <br /> <br />Members Wall and Harms asked that the Commission and staff prepare a list of eye sores <br />and nuisances that should be dealt with. <br /> <br />8. <br /> <br />(b) <br /> <br />South of "C" Business Park comments from the City Council <br /> <br />Dennis Welsch provided a background report in which he explained that the City Council <br />had agreed that the South of "C" Comprehensive Plan study should be undertaken. The <br />Planning Commission should designate two members to sit on the Design Review <br />Committee for the South of "C" Committee. Council members will also be asked to <br />designate two members as well as property owners. <br /> <br />Member Harms volunteered to sit on the South of "C" Design Review Committee. One <br />additional member from the new members joining the Commission will also be <br />appointed. <br /> <br />Mr. Welsch also explained that a second implementation plan is underway along the <br />Larpenteur Avenue corridor. He asked the Commission to appoint two representative <br />members to serve on the Design Review Committee for the Larpenteur Avenue Study. <br />Member Wall volunteered to sit on the Design Review Committee for Larpenteur <br />Avenue. One additional new member will be appointed to the Larpenteur Avenue Design <br />Review Committee in the near future. <br /> <br />8. <br /> <br />(c) <br /> <br />Kniehts of Columbus Hall <br /> <br />Michael Falk provided a background report in which he reviewed the process necessary <br />for approval of the Knights of Columbus and Bingo Hall move to another location. <br /> <br />8. <br /> <br />(d) <br /> <br />Information on I35W /36 RFP and Arona RFP <br /> <br />The Planning Commission asked for additional information regarding the RFP process <br /> <br />8 <br />
