<br />6. PUBLIC HEARINGS: <br /> <br />(a) Plannine File 2736: Masterpiece Homes, Inc. request for a Planned Unit <br />Development (PUD) at 1061 Roselawn Avenue West. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested Michael Falk to <br />present the background report. Member Harms asked the Commission for direction with <br />regard to conflict of interests: a working relationship between Member Harms and the <br />applicant. Member Harms will not take part in the discussion or the vote regarding this <br />Issue. <br /> <br />Michael Falk described the differences between a "concept" PUD and a typical zoning. <br />He stated the PUD request is for a 16-unit townhome project with a density of 5 units per <br />acre on 3.19 acres. The site is currently zoned R1, single family, and designated low- <br />density residential on the Comprehensive Plan. Both the zoning and the Comprehensive <br />Plan must be amended if this project is approved. <br /> <br />Michael Falk explained, with the aid of a video, the existing site. Single-family homes <br />are located to the north and south ofthe site. Neighbors from Ryan Avenue have been at <br />meetings in the past and have expressed interest in the fence along the north property line <br />of the project. <br /> <br />The 16 townhomes would be single-level townhomes, with a value of$150,000 each. <br />Private streets are proposed with a 26 foot width, and entry from Roselawn Avenue and <br />Oxford. No parking would be allowed on the 26 foot wide private street. There will be a <br />30 foot setback from all property lines. <br /> <br />Berming, planting, and separation between the project and the neighborhood will be used <br />as the buffer along backyard lot lines. A pond and a gazebo are proposed in the center of <br />the project. Michael Falk illustrated the townhome unit's architectural elevations. <br />Chairman Wietecki asked how high the berms were (2 1/2 to 3 1/2 feet). <br /> <br />Michael Falk described the private street traffic generation from the project to be 30 to 40 <br />residents who will create 80-vehicle trips per day. The parking spaces in the project <br />include 4,2 within the garage units and 2 on each unit's driveway surface. The only way <br />to increase the parking is to increase the width of the street to 28 feet and allow parking <br />on one side of the street. <br /> <br />Member Wall asked if there would be parking available on Roselawn Avenue (Yes, there <br />is parking available on both sides of Roselawn). <br /> <br />Michael Falk explained that the park dedication will be by cash dedication of $400 per <br />unit. He also explained the engineering recommendations which included that the <br />utilities and ponding meet the city standards, that the curb cut at Oxford must meet the <br />city's standards, and that sidewalks or a contribution to the sidewalk fund would be <br />established for the Roselawn frontage. <br /> <br />Michael Falk stated that the staff recommends approval of the rezoning from R1 to <br /> <br />2 <br />
