<br />residential PUD, approval of the preliminary plat, and approval of the concept plan of the <br />PUD, and approval of the Comprehensive Plan Amendment from low-density residential <br />to medium-density residential. <br /> <br />Chairman Wietecki asked if 8 single-family structures could be placed on 8 lots within <br />this site (Michael Falk stated that approximately 8 single-family houses could be built on <br />the site in comparison to 16 proposed in the townhouse project). <br /> <br />Member Rengel asked for clarification regarding the Park Commission's recommendation <br />on why the Whaley site was not recommended for a park. Dennis Welsch responded that <br />other sites were larger and had more amenities suitable to meet the needs of the <br />neighborhood. <br /> <br />Member Wall asked for comparison and description of the architectural standards. <br /> <br />Gordie Howe, developer of Rose Villas, stated that the townhouse structures will measure <br />62 feet x 66 feet in size within which 2 dwelling units will be placed. There will be street <br />lights within the development for security. He is proposing evergreen landscaping to <br />provide year-round color. All the buildings will have the same exterior color brick, <br />siding, and roofs. The siding will be aluminum and the brick will be placed around the <br />edges of the garage. Member Rengel asked if there would be maintenance by the <br />Homeowners' Association (The answer is yes). <br /> <br />Member Wall asked ifthe 8 buildings will be identical (Yes). Member Wall asked if <br />there could be different colors and different designs. Chairman Wietecki stated that in <br />the Owasso Hills Project all the units look the same, and he was concerned about <br />monotony. He asked ifthe developer could make them look more distinctive or <br />individual. Member Rengel stated that in the neighborhood there are differences already. <br />It would not look out of character to have townhome units of different designs. He stated <br />that the scale and landscaping of the project will help blend the project into the <br />neighborhood. Mr. Howe asked what colors would be suitable. Member Rengel replied <br />that a palate of 4 colors or earth tones could work. <br /> <br />Chairman Wietecki asked if the buildings would be slab or basements (Basements). He <br />asked if the false gable location could be varied from unit to unit. Member Rhody stated <br />that, over time, the uniformity of such a project changes with the Homeowners' <br />Association. <br /> <br />Jeff Gray, 1065 Ryan, expressed concern about the fence along the north property line, <br />and suggested that a fence be used as a noise barrier. He asked for descriptions of the <br />sizes of the landscape materials. Mr. Gray asked if the Homeowners' Association would <br />allow any individuality. He expressed concern about children playing in the drainage <br />pond area, and stated that, if the project does not build a fence, the neighbors will. He <br />asked if property would be properly maintained. <br /> <br />Paul and Joy Nerum, 1056 Roselawn Avenue, stated that their property will be impacted <br />more than others, because they are at the entrance to the project on Roselawn Avenue. <br />They expressed concern with garbage pickup, noting that it should be on the same day <br /> <br />3 <br />
