Chairman Wietecki closed the public hearing. <br /> <br />MOTION: Member Harms moved, seconded by Member Rengel to recommend <br />approval of the Kolstad (Planning File 2765) subdivision of a 41,000 square foot lot into <br />2 20,000 square foot lots with a drainage easement along the new property lines. <br /> <br />ROLL CALL: <br /> <br />Ayes: Wietecki, Harms, Wall, Rengel, Rhody, Thein <br />Nays: None <br /> <br />6. <br /> <br />(c) <br /> <br />Plannine File 2766: Har Mar Inc.'s request for an amendment to an approved <br />Planned Unit Development (PUD) on the northwest quadrant of County Road C <br />and Snelling Avenue North to allow a change in usage on Lot #4 from a <br />commercial drive-thru bank to a retail/restaurant. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested a background report <br />from Michael Falk. Mr. Falk related that in the previous Planned Unit Development <br />approval for this site, a drive-thru bank was proposed on Lot #4. No bank is currently <br />available and, therefore, the amendment is requested. In addition, the original restaurant, <br />China Coast, is no longer proposed, but a new restaurant called Don Pablos will take that <br />place. Mr. Falk showed the video explaining the differences between the site as it is <br />under construction. He noted that the project still retains the parking, ponding, building <br />materials from a selected palate of colors, landscaping with emphasis on clusters of <br />vegetation and interior parking islands, site lighting in 20 foot tall downcast shoebox <br />lights, and signage on the buildings and free standing. Mr. Falk noted that there are 305 <br />parking spaces required -- 308 are provided. The trip generation from the project is <br />estimated to be 300 trips per day additional from the new retail building, which equates to <br />40 trips per peak hour. The traffic consultant, Glen Van Wormer, has reviewed these <br />numbers and found them to be insignificant in terms of the total traffic flow. Mr. Falk <br />noted that, in 1995, Lincoln Drive will be completed and aid in the dispersement oftraffic <br />north and south along the Snelling corridor. He also noted that there are 6 engineering <br />stipulations which are the same as the original Planned Unit Development. Mr. Falk <br />noted that Glen Van Wormer, the Traffic Consultant for the project, had recommended <br />traffic flow changes within the parking lot be incorporated into the plan, and the <br />developer had agreed. The staff recommendation was to approve the project, because it <br />met the intent ofthe original Planned Unit Development with no back doors on the <br />project site parallel to and visible from Snelling or Lincoln, strategically placed building <br />mass along the project site that are consistent with the Comprehensive Plan, and there <br />will be no major traffic increases. <br /> <br />Chairman Wietecki asked what was the actual change in the project. Michael Falk <br />responded that the bank will be replaced with a food/retail building as per the Site Plan <br />"A-1" May 6, 1995. Member Wall asked ifthe traffic flow change will increase the <br />traffic in the parking area near the Boston Chicken Market Store. Mr. Jerry Slawik, <br />Brian Slawik, Gary Vogel, and Vince Driessen were available as the development team to <br />answer questions. <br /> <br />Chairman Wietecki stated that he was concerned with a fast-food restaurant on the <br />project.
