<br />Member Wall asked for clarification regarding the 4 actions necessary for this project. <br />He stated his only concern was with the uniformity of the buildings. He also stated he <br />preferred street parking along Roselawn rather than adding more pavement within the <br />project. <br /> <br />MOTION: Member Wall moved, seconded by Chairman Keith Wietecki to <br />recommend approval of Planning File 2736 for Masterpiece Homes, Inc. to rezone the <br />3.19 acres from R1 to Residential Planned Unit Development (PUD) consisting of 16 <br />townhomes, approval of a general concept plan, approval of the preliminary plat for the <br />site including vacated right-of-way, and approval of the Comprehensive Plan Amendment <br />from low-density residential to medium-density residential subject to the 3 engineering <br />conditions within the staff report, and requested that the staff review uniformity and <br />design alternatives for the site. <br /> <br />ROLL CALL: <br /> <br />Ayes: <br />Nays: <br />Abstains: <br /> <br />Wietecki, Wall, Rengel, Rhody, Thein <br />None <br />Harms <br /> <br />Chairman Wietecki asked if the Planning Commission could grant a variance to eliminate <br />the pond. Assistant City Engineer, Lon Aune, stated that this has not occurred on any <br />other site in the city, and there is no down-stream capacity or storage area available for <br />this site. Member Thein stated that kids are attracted to the pond area, and asked how <br />many days will water set in the pond area. Lon Aune responded that the pond will hold <br />water for approximately 1 day. The pond has gradual side slopes so people could walk in <br />and out of the pond. <br /> <br />Member Thein asked for a profile of the homeowners. Gordie Howe responded that the <br />homeowners will be empty-nesters probably husband and wife, age 55 and older. <br />Member Rhody asked if the pond will drain completely. Lon Aune stated that the pond <br />would drain in approximately 1 day -- it can either be drained empty or to a managed- <br />water level. He stated that many times water is left in the drainage pond for aesthetic <br />purposes only. <br /> <br />6. <br /> <br />(b) <br /> <br />Plannine File 2765: Robert J. and Elaine A. Kolstad's request for division of a <br />platted lot at 3051 North Fairview Avenue. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested Michael Falk to <br />provide a background report. Michael Falk noted that property located at 3051 Fairview <br />Avenue have a lot size of 41,000 square feet with 170 feet of frontage on Fairview <br />Avenue. The proposal is to divide the 41,000 square foot lot into 2 lots of over 20,000 <br />square feet each, with 85 feet of frontage along Fairview Avenue. The new lots would <br />have utility easements of 6 feet along the side yard lot lines. He recommended approval <br />of the project. Chairman Wietecki asked for public comment. <br /> <br />Mr. Bob Birch, 3040 Fairview Avenue, asked what type of home would be built on this <br />site and whether the division of the lot will meet all zoning requirements (Yes). He <br />expressed concern with this site and the type of home to be placed on this site in that such <br />a home should be compatible with those in the neighborhood. <br /> <br />5 <br />
