City of Roseville
Planning Commission Minutes
July 12, 1995

Chairman Wietecki expressed concern about the potential duplication of efforts and that
there might already be too many levels of government.

Member Harms described the city's visioning and comprehensive planning process and
pointed out that the county's process may actually thin out participation at the city level.
Member Harms also questioned how the county was funding its study and the level of
county involvement in the activities described in the Vision and Mission Statements.

Mr. Theurer stated that the study was funded as a normal part of the county planning
activities, and pointed out that the intent of the county's strategic planning process was to
develop an overall plan for the county which may, in fact, be implemented by units of
government other than the county.

5. CONSENT AGENDA:

None.

6. PUBLIC HEARINGS: (Part I)

(a) Planning File 2773: McGough Construction Company's request for vacation of
right-of-way at 2737 North Fairview Avenue.

Chairman Wietecki opened the public hearing and requested Michael Falk to present the
background report. Michael Falk noted that the property at 2737 North Fairview Avenue
has a 33 foot wide roadway easement along the north property line. Mr. Falk also pointed
out that there is a sewer easement over the north 20 feet of the right-of-way easement in
question. City Planner Falk stated that the request for the vacation of the 30 foot right-of-
way easement has been reviewed by the Public Works Department staff. The Public
Works Department staff recommended that the 33 foot road easement be vacated but the
20 foot sanitary sewer easement be maintained.

Michael Falk stated that staff recommends approval of the vacation of the 33 foot road
easement and that the 20 foot sanitary sewer easement remain in place.

2
