City of Roseville
Planning Commission Minutes
July 12, 1995

Mike Falk responded that other mitigating factors such as topography could be
considered during the variance process.

Chairman Wietecki asked if a private property owner would have to suffer the expense of
getting a survey to develop their property. City Planner Falk responded "Yes" they
would.

Member Wall pointed out that the lateness of hour prevents good discussion of these
important ordinance matters. Member Wall asked if there could potentially be a separate
meeting to discuss ordinances so that the Planning Commission can provide the proper
feedback to the city council.

MOTION: Member Rhody moved, Chairman Wietecki seconded to continue this
matter until August 9, 1995.

ROLL CALL:

Ayes: Wall, Sandstrom, Rhody, Harms, Wietecki
Nays: None.

6.

(h)

Proposed Amendment to the Roseville City Code, Section 1009.03: regarding
establishment of setback requirements for political campaign signs.

Rick Jopke indicated that the city council has asked the Planning Commission to review
and make recommendations concerning where political campaign signs can be located. A
draft ordinance was presented which requires campaign signs to be set back at least 15
feet from the outside edge of pavement or the back of curb on all city and county roads,
prohibits campaign signs on City of Roseville public property, requires the permission of
a private property owner before placing signs on the property, and political campaign
signs which cause any hazard to public safety.

Mr. Jopke pointed out that the provision relating to the prohibition of signs of state right-
of-way had been eliminated from the ordinance because the state indicated that they
would enforce that provision on their own.

Mr. Jopke recommended that the Planning Commission recommend the ordinance for
city council approval.

Member Sandstrom asked if the provision was the edge of pavement (Yes).

20
