<br />City of Roseville <br />Planning Commission Minutes <br />July 12, 1995 <br /> <br />Member Rhody suggested that the 15 foot setback be eliminated. Mr. Jopke explained <br />that the intent of the ordinance was to provide clear guidance to political candidates <br />where signs could be located so that a specific number would be important. <br /> <br />MOTION: Member Wall moved and Chairman Wietecki seconded to recommend city <br />council approval of a proposed amendment to the Roseville City Code, <br />Section 1009.03 regarding establishment of setback requirements for <br />political campaign signs. <br /> <br />ROLL CALL: <br /> <br />Ayes: Wall, Sandstrom, Rhody, Harms, Wietecki <br />Nays: None. <br /> <br />6. <br /> <br />(j) <br /> <br />Proposed Amendment of Roseville City Code regarding establishment of <br />standards concerning deliveries, snow removal, and trash collection in <br />commercial and industrial areas adjacent to residential areas. <br /> <br />Rick Jopke stated that the city council has asked the Planning Commission to study and <br />make recommendations concerning standards for deliveries, snow plowing, and rubbish <br />pickup in commercial and industrial areas adjacent to residential zones. <br /> <br />Mr. Jopke suggested that the Planning Commission may want to discuss this item tonight <br />and have a formal public hearing on August 9th. The Planning Commission may want to <br />consider who should be notified and what kind of public input they want on this matter. <br />Mr. Jopke suggested that alternatives that the Commission might want to consider would <br />include: regulating the hours when these activities could occur; regulating the hours as <br />well as the distance; or requiring an annual mitigation plan from each property owner or <br />manager. <br /> <br />Member Rhody stated a concern with snow plowing and deliveries, but that they have to <br />be considered on a case-by-case basis. Chairman Wietecki questioned the number of <br />complaints that are actually received. The staff indicated that they could provide <br />detailed information on complaints at the next meeting. <br /> <br />Member Sandstrom indicated that he had no problem regulating delivery and garbage <br />pickup, but would oppose restricting snow plowing because it's a necessity. <br /> <br />21 <br />
