Planning Commission Minutes
August 9, 1995

6.

(i)

Planninl: File 2785: Independent School District #623 request for a vacation of
utility easement along Western Avenue known as "Kalin Addition."

Chairman Keith Wietecki opened the public hearing and requested Michael Falk to
provide a background report regarding the vacation of an preexisting old easement within
the Kalin Addition. Mr. Falk explained that vacation of the unused Kalin Addition, and
it's easements, was necessary in order for the Owasso Hills Subdivision to proceed.

Chairman Wietecki asked for comment from the public. There was none. The staff
recommended approval of the vacation.

MOTION: Chairman Wietecki moved, seconded by Member Sandstrom, to
recommend approval of the vacation resolution for the easements located
along the Kalin Addition.

Ayes: Wietecki, Harms, Sandstrom, Rhody, Cunningham
Nays: None.

ROLL CALL:

7. OTHER ACTIONS:

(a) Ordinance Amendment Process

The Commission discussed the need to spend more time reviewing ordinance
amendments. Alternatives gaining support were starting the meeting earlier, or
introducing the amendment at one meeting imd making a decision on the ordinance at a
second meeting. The Planning Commission will discuss this in detail at their business
meeting beginning at 6:00 p.m. on September 13, 1995.

(b) Flal: Lot Study

Member Sandstrom asked for clarification as to when the Flag Lot Study would be
completed and when the Planning Commission would have an opportunity to review it.
Dennis Welsch responded that the Flag Lot Study has not been forwarded to the Planning
Commission from the City Manager or City Council.

(c) Other

City Council Member Mastel noted that ordinance studies and the times in which they are
held by the Planning Commission should be consistent, using similar times at each
meeting. A general discussion ensued regarding the time frame for ordinance review.

15
