Proposed Amendment of the Roseville City Code regarding the establishment <br />of minimum standards for emergency vehicle access. <br /> <br />C. Planning File 2780: Kettler Construction, Inc. request for concept approval <br />for a residential Planned Unit Development consisting of 42 townhome units <br />and 2 single-family lots, a rezoning for R1 single-family to PUD, preliminary <br />plat approval, and a Comprehensive Plan Amendment from low-density <br />residential to medium-density residential for property generally located in <br />the southwest quadrant of County Road C and Dale Street. <br /> <br />D. PUBLIC HEARINGS: <br /> <br />(a) Planninl: File 2782: Western Auto's request for a commercial Planned Unit <br />Development consisting of approximately a 12,000 sq. ft. retail auto parts <br />facility and rezoning from B1 and B2 to Planned Unit Development for the <br />2.88 acre parcel of land located in the northwest quadrant of Snelling Avenue <br />and Oakcrest. <br /> <br />Chairman Keith Wietecki opened the public hearing and requested City Planner Michael <br />Falk to provide a background report. Michael Falk explained that the proposal includes <br />a 12,000 sq.ft. retail development and rezoning from Bl and B2 to Planned Unit <br />Development on the 2.88 acre parcel. A video of the site was shown. The Bl zone does <br />not allow for auto retail activities, while the B2 zone does allow for it with a conditional <br />use permit. A PUD was recommended by the staff to allow for more specific <br />requirements and uses. <br /> <br />Michael Falk explained that the PUD would allow for the tearing down of the Knights of <br />Columbus building and replacement with a 12,000 sq.ft. retail building with 7 service <br />bays along the north wall of the building. The building would have limited auto repair, <br />and "bolt-on" part activities. The bays do not face a street, and screening is used to block <br />the view of the doors from Snelling Avenue. <br /> <br />2 <br />
