<br />Planning Commission Minutes <br />August 9, 1995 <br /> <br />Mr. Falk noted that the project consists of a concrete, masonry block unit that is painted, <br />and that this is not permitted within the City of Roseville design standards. The <br />developers will suggest alternatives for this design standard. The staffhas reviewed <br />dumpster screening and finds it adequate. The roof top screening will not be complete <br />until the building is in place, when the staff will review whether air and heating on the <br />units can be seen from the property lines and must be screened. <br /> <br />Mr. Falk noted that the site will have less impervious surface than the previous or <br />existing projects. There will be a NURP pond proposed in the northwest comer ofthe <br />project. <br /> <br />At this time, Western Auto has not proposed additional development on the north one- <br />half of the site. If additional development is proposed at a future date, an Amendment to <br />the PUD will be necessary. <br /> <br />Signage must still be reviewed by the staff. Landscaping includes existing and new <br />evergreens ( on site), and trees to be planted along the boulevards. Trees will also be <br />planted in the parking lots, and will provide for screening of the bay doors. The <br />placement of curb and gutter in the parking lot is required by the design standards, and <br />plantings within those curb and gutter islands, within the parking lot, must be completed. <br /> <br />Michael Falk explained that a traffic study completed by Traffic Consultants SEH <br />indicates that the average daily trips will decrease in comparison to the current bingo <br />traffic. The peak average trips per hour will change from nighttime and weekend to retail <br />activities during the week day. The internal circulation within the parking areas and exits <br />from the parking area is rated as good. <br /> <br />The City Engineering staff report recommended that 7 conditions be attached to the PUD. <br /> <br />Michael Falk explained that the Planning Staff is recommending approval of the PUD <br />because it is consistent with the city's Comprehensive Plan designation for the area of <br />"business;" the project can meet the design standards; and the northern portion of the <br />site, while not developed presently, could be developed with an Amendment to the PUD <br />at a later date. <br /> <br />Chairman Keith Wietecki asked if a variance was necessary on the parking setback along <br />the south property line adjacent to Oakcrest. Michael Falk responded that, if the parking <br />variance now in place along the south property line were eliminated, this would eliminate <br />one row of parking which is approximately 15 spaces. The city zoning and parking <br />requirements call for 65 spaces for this project. There are 101 spaces on the site. <br /> <br />3 <br />
