<br />Planning Commission Minutes <br />August 9, 1995 <br /> <br />Jim Cross, representing Western Auto, Richard Goodby of Western Auto, Steve Johnston <br />Engineer representing Western Auto, and Denise Valenta, Architect representing Western <br />Auto, made presentations. <br /> <br />Steven Johnston stated that the site landscaping can be improved and will be expanded to <br />include screening with pinoaks and dogwood along the Snelling Avenue entrance. The <br />landscaping on the periphery will be expanded to include ash trees along the south and <br />east boulevards. The concrete curb in the parking lot will be installed along the north and <br />west sides of the existing parking lot. He noted that concrete curb and gutter cannot be <br />placed along the edge of the parking bumper and sidewalk on the south property line. <br />The applicant prefers to leave the bumper and paving as is in this location. Mr. Johnson <br />noted that a variance to remove a bay of parking would require additional parking on the <br />north side of the parking lot. He also responded to a staff comment about lighting along <br />the west wall of the project, noting that a light fixture with lighting cast down to the <br />ground can be constructed which will eliminate glare problems. <br /> <br />Member Sandstrom asked how many parking spaces are normally required in a Western <br />Auto lot. Jim Cross responded that normally 65 spaces are required and that the <br />Oakcrest and Snelling site has 35-40 more spaces than needed. <br /> <br />Denise Valenta, Architect representing Western Auto, explained the design standards for <br />the building and noted that the Western Auto project will meet the City of Roseville <br />design standards with brick and stucco on the exterior of the building. She showed day <br />and night pictures of the proposed project. <br /> <br />Member Wietecki asked if the dumpster size was adequate to handle the trash generated <br />by the retail auto store. Ms. Valenda explained the dumpster will be 25 ft. sq. and will be <br />adequate for handling the refuge materials. She noted that no used tires will be sold on <br />the site. <br /> <br />Member Cunningham asked how Western Auto will handle hazardous materials. Jim <br />Cross stated that Western Auto will meet all State standards for removal and containment <br />of hazardous materials. State licenses are required. <br /> <br />John Sims, 2579 Charlotte, asked what would be the future plan for the area known as the <br />"vacant lot". Chairman Wietecki responded that it would require a PUD Amendment to <br />allow additional development on the vacant portion of the project area. <br /> <br />Darrell Galish, 2570 Charlotte, stated that the proposal will be detrimental to the values <br />of the homes in the area.
