<br />Planning Commission Minutes <br />September 13. 1995 <br /> <br />66 ft. in width. There is a 20 ft. wide sanitary sewer easement that runs in an east-west <br />direction across the property. No building can be built on this sewer easement. <br /> <br />Engineering staff has reviewed the project and noted that an additional assessment for 1 lot <br />would be required. Curb and gutter on the site will have to be removed for new driveways. <br />Permits will be needed from Ramsey County. There is a 20 ft. east-west sanitary sewer <br />easement. Any grading of this sanitary sewer easement area must be approved by the city <br />prior to beginning work. There is only one water service located on the west end of the <br />proposed lot. Two new water services will have to be constructed to serve the new homes. <br /> <br />The planning staff recommended approval of the preliminary plat for the 3 lot subdivision <br />located at 1775 Roselawn Avenue for Angeline Seidenkranz. <br /> <br />Hugo Bloomgren, 1805 Roselawn, stated he had no problem backing out onto Roselawn <br />A venue from driveways adjoining Roselawn. <br /> <br />Roy Rinardi, 1800 Ryan Avenue, asked that if the lots are sold, how will the sewer line that <br />crosses the site be flushed out. Chairman Wietecki asked the planning staff to review this <br />with the engineering staff. Michael Falk responded that it is possible to clean the sewer line <br />out from Fairview Avenue. <br /> <br />There were no further public comments. Chairman Keith Wietecki closed the public hearing. <br /> <br />MOTION: Chairman Wietecki moved, seconded by Member Harms, to recommend <br />preliminary plat approval for the Seidenkranz's parcel subject to the engineering staff <br />conditions. <br /> <br />Roll Call: <br /> <br />Ayes: Thein, Sandstrom, Harms, Cunningham, Rhody, Wietecki <br />Nayes: None <br /> <br />6. <br /> <br />(f) <br /> <br />Planning File 2788: Mark Bowser request for a division of a platted lot 1055 <br />West Shryer Avenue. <br /> <br />Chairman Keith Wietecki opened the public hearing, and requested Michael Falk to provide <br />a background report on the Bowser case. Mr. Falk explained that the parcel is 128 ft. wide <br />and 298 ft. in depth. The parcel is 38,258 sq. ft. in size located in an Rl zone where the <br />normal lot size is 11,000 sq. ft. and 85 ft. of frontage. To subdivide the parcel, the applicant <br />would have to create a flagged lot. The city's code does not have provisions for flagged lots. <br />The city's past policy has been to consider flagged lots where this configuration is the only <br />opportunity to provide access to a developable property. In those cases, the city has required <br />30 ft. of width at the public street to allow for a 20 ft. wide driveway with a 5 ft. setback on <br /> <br />14 <br />
