<br />Planning Commission Minutes <br />September 13. 1995 <br /> <br />an entire area could be developed at one time. <br /> <br />Keith Paulson, 1010 Shryer, stated he had no conflict with the proposed flagged lot. <br /> <br />Bill Visler, 1022 Parker, asked if this sets a precedent that when the first house is built there <br />will be additional opportunities throughout this large lot area which could be detrimental to <br />the area. <br /> <br />Justa Jackson, 1051 Shryer, stated that she preferred to have large private lots with open <br />space and not see another house. She stated that taxes will increase in the area, and yet, they <br />will have lost value. A privacy fence would be needed along all of these long driveways. <br />She stated this would start a trend which would devalue the property. The issue to her is <br />privacy and the desire to not have a driveway adjacent to her house. <br /> <br />There was no further comment. Chairman Keith Wietecki closed the public hearing. <br />Member Harms stated that flagged lots, in the past, have not impacted adjoining neighbors. <br />This project would create more driveways on Shryer and these lots were originally bought <br />because of their size and open space. <br /> <br />Member Sandstrom stated he was opposed to the use of flagged lots, because the city has no <br />standards for such flagged lots and that if one is to be approved it should be approved as a <br />variance. There is no variance in this case. He stated this sets a poor pattern of development <br />for the remainder of the area. <br /> <br />MOTION: Chairman Wietecki moved, seconded by Member Sandstrom, to recommend <br />denial of the Bowser request for a flagged lot and further recommended to the city council <br />and manager to establish a moratorium on flagged lots during which time standards for <br />flagged lots should be investigated and adopted. <br /> <br />Roll Call: <br /> <br />Ayes: Thein, Sandstrom, Harms, Cunningham, Rhody, Wietecki <br />Nayes: None <br /> <br />MOTION: Member Harms moved, seconded by Member Sandstrom to reconsider the <br />motion approving L&R Automotive's request for conditional use permit for automotive <br />repair business at 3011 Rice Street. (Public Hearing 6(a) on the September 13th Agenda). <br /> <br />The purpose of the motion would be to clarify the Owasso access and state that, as a <br />condition of the conditional use permit, no access or egress would be allow onto South <br />Owasso Boulevard, and that all accesses for the automotive repair operation would have to <br />be taken from Rice Street.
