He also stated there was no sidewalk on the site and <br />that the developer will comply by installing a new sidewalk. He also explained that the <br />impact on market value will increase values in the area based on his studies. He <br />expressed concern about adding additional landscaping on the south and southeast <br />corners of the site because it would decrease the visibility of the site from the frontage <br />road and from Snelling Avenue. <br /> <br />Member Wall asked Mr. Sailer to create a space through the green area along the south <br />boundary of the site to connect with the shopping center parking lot. Mr. Sailer stated he <br />would comply. <br /> <br />Member Thein asked for clarification regarding short stays or drop-offs of vehicles. <br />Ashley Carter, General Manager of Car-X stated most people will wait for the fix-up or <br />repair of their vehicle. Member Thein stated this was a pro-business, pro-growth, dress- <br />up the neighborhood issue, and that it will create more business for the other businesses <br />in the strip mall. <br /> <br />Member Cunningham concurred with Member Thein. He expressed concern about <br />screening the north wall with more evergreens and to place downcast lighting along the <br />wall. The applicant stated they would comply. <br /> <br />Member Sandstrom asked if the pylon sign could be moved to the south side of the <br />property line so that it was not adjacent to the residential area. Member Harms asked if a <br />monument sign could be used instead. <br /> <br />Ken Nordby, the Architect for Car-X, explained the difference between spectra glaze and <br />burnished block, precolored, soft yellow materials. <br /> <br />Chairperson Harms asked for comments from the public. (The Commission, in their <br />packet, had a letter of opposition from Kuefler Property Management, on behalf of the <br />Board of Directors of Rosewood Village Condominiums, dated October 9, 1995) There <br />were none. <br /> <br />Chairperson Harms closed the hearing. <br /> <br />MOTION: Member Sandstrom moved, seconded by Member Thein to recommend <br />approval of the Car- X request for conditional use permit to establish an auto repair <br />operation at 2215 Snelling Avenue North with conditions a-d as listed in the staff report <br />and the addition of condition "e" regarding landscaping and screening: <br /> <br />a. Catch basins need to be placed on both sides of the driveway entrance to pick up <br />the drainage before it runs into the City street. <br />b. The existing fire hydrant at the northwest corner of the lot will have to be <br />relocated to the south or a paved area from the parking lot to the hydrant will have <br /> <br />3 <br />
