<br />Planning Commission Minutes <br />November 8, 1995 <br /> <br />8. <br /> <br />(c) <br /> <br />Schedule a meetini: and/or tour for a Housini: Density/Housini: Desi2n <br />meetin2. <br /> <br />Chairman Wietecki asked the staff to categorize some of the options for density in a <br />graphic illustration including slides and pictures and provide the Planning Commission <br />with the pros and cons of these various density options. The Commission will then tour <br />the metropolitan area to see these projects in person. The tour would occur during the <br />spring, perhaps in April or May. <br /> <br />8. <br /> <br />(d) <br /> <br />Discussion re2ardin2 Conditional Use Permits in Business Districts which are <br />adjacent to Residential Districts. <br /> <br />A general discussion ensued regarding whether car repairs and other similar businesses <br />should be compatible with residentially zoned property. The Commission noted that <br />major streets will continue to have commercial activities with the residential activity to <br />occur behind the main streets. Chairman Wietecki asked if there was something special <br />the Council wished to have noted about car repair that would prohibit it from uses <br />adjacent to residentially zoned property. <br /> <br />Member Wall recommended that the Planning Commission look at the entire zoning code <br />and the uses allowed in each district. <br /> <br />Member Wietecki stated that the car repair issues could be taken out of the specific <br />sections of the code and a requirement that a planned unit development be used for each <br />activity of this type. <br /> <br />Member Rhody stated that he would prefer to look longer and broader at the zoning code <br />in its entirety. <br /> <br />Member Harms stated that noise studies need to be done, businesses adjacent to the <br />residential area need to be studied in great detail. She explained that such businesses <br />must be sensitive to the design issues of the surrounding neighborhood. <br /> <br />Chairman Wietecki asked that the staff look at adjacent land uses and develop a set of <br />compatibility guidelines for such uses. <br /> <br />8. <br /> <br />(e) <br /> <br />Maximum time for planned unit developments. <br /> <br />The Planning Commission received and placed on file the staff report regarding planned <br />unit developments and the differences between reviews and approvals. <br /> <br />Community Development Director, Dennis Welsch, asked the Planning Commission to <br />continue to communicate with the staff about the quality of the staff reports using a new <br />evaluation form. <br /> <br />11 <br />
