<br />Planning Commission Minutes <br />February 14, 1996 <br /> <br />Assistant Community Director, Rick Jopke, explained that the applicant, Sandra <br />Schlief, had requested that the application be continued until the March 13, 1996 <br />Planning Commission meeting because she will be out of town. <br /> <br />MOTION: Member Harms moved, seconded by Member Rhody to continue Sandra <br />Schliefs request for a conditional use permit for a beauty salon at 599 W. Request for a conditional use <br />permit to construct a station/store/car wash at 2295 Rice Street. <br /> <br />Chairperson Wietecki opened the public hearing and requested Dennis Welsch to provide <br />a background report. <br /> <br />Welsch explained that the SuperAmerica request was for a conditional use permit and <br />that the site was zoned B-2 for retail business on the zoning map and B or Business on <br />the Comprehensive Plan. The proposal is to construct a 35,000 square foot building on a <br />1 acre site located at Minnesota A venue and Rice Street. The building would have a <br />brick exterior and a hip roof of asphalt shingles. Parking on the site is proposed for 17 <br />spaces, 16 spaces are required by the code. There will be a screening wall constructed <br />along the west property line. Pylon signage is proposed. A landscape plan has been <br />submitted and reviewed by the staff. The staff has reviewed the six criteria for issuance <br />of a conditional use permit and note that the proposal meets those criteria. <br /> <br />Engineering issues included the need to dedicate 16.5 feet of additional right-of-way <br />along Rice Street, either in the form of an easement or a land dedication. The traffic <br />engineers noted that there will be significant stacking issues when exiting from the <br />proposed store onto Rice Street so that the driveway exits from the store should be placed <br />as far west as possible. The City Engineering staff asked for further details regarding <br />storm and water drainage calculations. The traffic engineers commented there would be <br />no problem with traffic in the residential area. <br /> <br />Welsch explained the planning issues on the site that include consistency with the Little <br />Canada, Rice Street corridor plan and the City's incomplete Rice Street Corridor plan. <br />The number of auto uses on the Little Canada side of Rice Street are at least 12, whereas <br />on the Roseville side are 4. <br /> <br />The Planning Commission received and placed on file three written comments from <br />residents who are opposed to the SuperAmerica application on the basis of traffic, <br />competition, school bus confusion, decline in property values, and noise.
