<br />Planning Commission Minutes <br />February 14, 1996 <br /> <br />Minnesota Avenue, and Duane Johnson, 2301 Woodbridge Circle. <br /> <br />Mark Erickson, District Manager, and Mike Cronen, representing SuperAmerica <br />presented details ofthe SuperAmerica request for the 3500 sq. Ft. store and car wash. <br />Cronen stated that the impact of a SuperAmerica store is normally about 1,000 vehicles <br />into the site, 1,000 out of the site, and 125 vehicles in a peak hour into and out of the site. <br />2/3 of the customers purchase gas which means that 12 of the customers may be parking <br />at the gas pumps at anyone time. The consultants estimate that this site will generate <br />1,200 vehicle trips in and out during an average day. <br /> <br />Cronen explained the SuperAmerica proposal to extend a 4 foot high fence above the rear <br />or west wall to provide better screening along the entire west property line of the <br />proposed site. Behind the wall and fence is an alley used by the adjacent apartment. <br /> <br />Cronen explained the lighting plan which would have 12 foot of candle light along the <br />west property line and 100 foot candles of light under the gas pump canopy. <br /> <br />Cronen explained the configuration of the car wash which exits to the north with <br />headlights and traffic out onto Woodbridge wherein a parking lot is directly across the <br />street from SuperAmerica. SuperAmerica felt this was more appropriate than exiting to <br />the south onto Minnesota A venue, where residential structures are located. He noted that <br />the car wash would be shut down when the temperature is less than 10 degrees but that <br />SuperAmerica uses heating pads and french drains to remove ice and snow around the <br />site and closes both car wash doors before the car wash itself begins. <br /> <br />Cronen noted that the SuperAmerica request includes a pylon sign at Woodbridge and <br />Rice and it was not clear whether the 30 foot setback could be obtained, particularly with <br />the addition of a 16-1/2 foot easement or dedication along Rice Street. He also stated that <br />SuperAmerica was not fully committed to a 16.5 foot easement along the east side of <br />Rice Street, along the east property line adjacent to Rice Street. The staff and <br />SuperAmerica will need additional information on the easement in order to complete the <br />review prior to the Council consideration of this issue. Mark Erickson, of SuperAmerica, <br />stated that the car wash would be utilized 24 hours per day. Member Harms asked if the <br />neighbors would be able to hear the car wash. Erickson responded that the most noise is <br />created during the summer when the windows are open and the speaker noise is audible <br />from the nearby properties. Member Harms expressed concern about the stacking of <br />vehicles adjacent to the residential area and the trash enclosure. Cronen explained that <br />the trash enclosure will be 3 sided brick with an independent swinging set of screening <br />doors on the front. <br /> <br />Member Harms asked SuperAmerica representatives if a monument sign could be utilized <br />instead of a pylon sign. Cronen stated that a monument sign is possible and illustrated a <br />number of alternatives for such a monument sign. Member Sandstrom asked if the site <br />could be built without a car wash and what kind of car wash would be installed.
