<br />Planning Commission Minutes <br />March 13, 1996 <br /> <br />the industrial area should be planted instead of being a forklift turnaround. She explained <br />that the neighbors have been subjected to fences falling down, toxic fumes, fires, <br />industrial noise and vibration, and machinery operated at late night hours. She <br />recommended that the issue be deferred until further planning and protection can be <br />completed for the neighborhood. She asked that a fence of at least 8 feet in height be <br />provided. <br /> <br />Steve Ring, 1455 Rose Place, provided further descriptions and pictures ofthe plantings <br />all along the buffer. <br /> <br />Karen Mulder, 1433 Rose Place, expressed concern about adjacent owner, Albrecht, and <br />his inability to meet the criteria for clean up and storage. She also expressed concern <br />regarding the decline in property values of the residential properties. <br /> <br />Margaret Redmond, 1455 Rose Place, stated that 4 years ago, she had asked Ramsey <br />County to lower the tax value ofthe homes adjacent to the industrial area and Ramsey <br />County Assessor's office had agreed. <br /> <br />Karen Mulder asked for details regarding the new street and cul-de-sac locations and the <br />changing ofthe landscaping. City Assistant Engineering, Jay Kennedy, provided details. <br /> <br />Scott Wicklund, representing MIDC, stated that he acquired the site in June of 1995, and <br />will accept responsibility for his site and the work he is doing. He stated that he has <br />known about this storage and buffer issue since last June and also has known about the <br />requirements for a V-Haul or other rental operation since last June. <br /> <br />Member Sandstrom asked for details regarding the snow storage and ponding in the area. <br />Vice Chairperson Katie Harms closed the public hearing. <br /> <br />MOTION: Member Wilke moved, seconded by Member Rhody to continue Scott <br />Wicklund's request for a conditional use permit and variance to the July 1996 Planning <br />Commission meeting, with the approval of the applicant, in order to resolve the issues of <br />storage and the master plan. <br /> <br />Roll Call: <br /> <br />Ayes: <br />Nayes: <br /> <br />Thein, Rhody, Sandstrom, Harms, Wilke <br />None <br /> <br />Vice Chairperson Harms reminded the Commission that the applicant is willing to work <br />with the neighborhood and that the residents should understand that this is not entirely the <br />applicant's problem.
