<br />Planning Commission Minutes <br />March 13, 1996 <br /> <br />Vice Chairperson Harms opened the public hearing and asked the Assistant Community <br />Development Director, Rick Jopke to present a summary of a background report as <br />provided to the Commission in a written format dated 3/13/96. Jopke reviewed the site <br />and a video of the site and stated that staff recommends denial of the request for a <br />variance because other alternatives do exist on this site and no hardship was <br />demonstrated. <br />David Runyan, representing Wally McCarthy, explained the need for additional parking <br />on the site, noting that there are 23 parking spaces in front ofthe building currently, and <br />that four of them are used for customer parking. The expansion would allow for greater <br />display of vehicles in front of the building and a permanent allocation of customer <br />parking. He said the hardship to Wally McCarthy was the large right-of-way, not <br />consistent with other users, and display parking 92 feet back from the curb of the frontage <br />road, as well as a problem with visual access to the site. <br /> <br />Jerry Moe, Manager of Wally McCarthy's, stated the reasons for the variance were: <br /> <br />1) Customers say there is no place to park and there are only four spaces on the site <br />to park. <br />2) There is no room to increase the parking on the east side of the site. <br />3) There is more need for visible display. <br />4) The current display is at a disadvantage compared to other users. <br />5) The franchise is working with General Motors to do a complete overhaul of the <br />site. <br /> <br />A general discussion ensued regarding where other locations for parking might occur, <br />including the west side of the site and a redesign of the proposal. <br /> <br />There was no further public comment. <br /> <br />Vice Chairperson Harms closed the public hearing. Harms stated that she could see no <br />hardship in this case and noted that the customer parking spaces have declined from 19 to <br />4 spaces in the period of years. She requested the staff to work with the applicant to <br />resolve this case.
