<br />Planning Commission Minutes <br />March 13, 1996 <br /> <br />Ed Pollack, 1064 Roselawn, the adjoining neighbor to the east, stated he was concerned <br />with the car wash noise. Kath stated that he will make certain that doors are closed <br />during the car wash and will run only one car wash at certain times during the day. <br /> <br />Phil Fisher, 1899 N. Oxford, stated that he endorsed the project but that the site needs <br />improvement and this project would be a good neighbor. <br /> <br />Tim Nelson stated that he had received a letter from Gordy Howe, developer of the 16 <br />townhome units on the north side of Roselawn, across the street from the project, in <br />which Mr. Howe stated that he had no objection and he felt the project would be an asset <br />to the neighborhood. <br /> <br />There was no further comment and Vice Chairperson Harms closed the hearing. <br /> <br />A general discussion ensued regarding the methods and reasons for amending the City's <br />Comprehensive Plan. Vice Chairperson Harms stated that on the Comprehensive Plan, <br />the Planning Commission wanted to create a buffer in areas near corner business uses. <br />She stated that it is difficult to change a Comprehensive Plan after such a long period of <br />study. The consensus of the Commission was to continue this issue for one month with <br />the consent ofthe applicant. Tim Nelson stated that the applicant wished to be placed on <br />the next Planning Commission agenda, if possible. <br /> <br />MOTION: Member Harms moved, seconded by Member Wilke to continue the public <br />hearing on the Bruce Kath request for a rezoning, conditional use permit, and preliminary <br />and final plat at 1912 Lexington Avenue to construct a gas station/convenience store/car <br />wash, and to expand the hearing to include a Comprehensive Plan Amendment hearing, <br />consistent with the applicant's approval of the continuation for one month. <br /> <br />Roll Call: <br /> <br />Ayes: <br />Nayes: <br /> <br />Thein, Rhody, Sandstrom, Harms, Wilke <br />None <br /> <br />6. <br /> <br />(t) <br /> <br />Plannina: File 2809: City of Roseville request for vacation of a right-of-way <br />along the west Snelling Frontage Road and County Road C-2. <br /> <br />Vice Chairperson Harms opened the public hearing and requested a background report <br />from City Assistant Engineer Jay Kennedy. He explained the background of the 1995 <br />construction of Lincoln Drive and the vacation of the frontage along the west side of <br />Snelling Avenue. He noted that when the vacation does occur, the light rail easement <br />will be retained in place. There was no public comment offered. <br /> <br />Vice Chairperson Harms closed the public hearing. <br /> <br />MOTION: Member Sandstrom moved, seconded by Member Rhody to approve <br />Planning File 2809, including five resolutions vacating frontage along the west Snelling <br />Avenue frontage road for five property owners. <br /> <br />7 <br />
