<br />Planning Commission Minutes <br />March 13, 1996 <br /> <br />Phil Fisher, 1899 N. Oxford, asked for clarification regarding setbacks from a business <br />and residential district. <br /> <br />Maureen Putman, 1134 Autumn, asked why a gas and convenience store was needed at <br />this location. Kath responded that this store will pump 257,000 to 350,000 gallons per <br />month and that a new station at this site will eliminate the contamination problems which <br />may have occurred based on the existing operation. The building will cost $1.5 million to <br />construct. Ms. Wagner asked for details regarding the MPCA contamination clean up <br />and checking of the clean up. <br /> <br />William Baker, 995 W. Roselawn, expressed concern about increased traffic on <br />Roselawn. He noted that the gas station will have between 16,000-30,000 transactions <br />per month. <br /> <br />Mike McBride, 1048 Roselawn, stated that this is the wrong business on the site and that <br />with at least 1,000 car transactions per day, the traffic will increase dramatically. He <br />expressed concern with traffic, noise of the car wash, and left turn movements. <br /> <br />Suzanne McGregor, 1123 Autumn, expressed concern about screening of the facility from <br />the west side of Lexington Avenue. She also expressed concern about potential property <br />value declines in the area. <br /> <br />Joanne Nerum, 1056 Roselawn, stated that she did not oppose the project, but expressed <br />concern about the traffic on Roselawn. She asked ifthe car wash could be reoriented to <br />exit onto Lexington Avenue and operate no later than 9:00 p.m. In addition, she asked if <br />delivery trucks, for such a project, be limited to daytime delivery. <br /> <br />Carol Ballum, 1120 Autumn, expressed concern about noise, lighting, and pollution. She <br />stated that convenience stores have been shown to have a higher incidence of crime and <br />to be a place for teenage "hangouts". She asked the Planning Commission to be more <br />creative in this land use. <br /> <br />Dick Houck, 1133 Roselawn, stated that the City needs this new business and that the <br />property owner has the right for reasonable development. He said the site needs to be <br />cleaned up and that no City funds are being requested for assistance. Houck said that <br />while traffic counts will increase, the Kath project will only be a small part of that <br />Increase. <br />Maureen Putman, 1134 Autumn, stated that she was concerned with the overall <br />development in the neighborhood, including new churches, the Kath site, the Bruce <br />Russell Park, and a beauty salon, to be located on Roselawn Avenue. She also expressed <br />concern regarding the congestion at Lexington and Autumn and at Lexington and <br />Roselawn. <br /> <br />Pat Gorum, 1891 Aglen, stated that he was in favor of the improvement on the corner. <br /> <br />6 <br />
