Planning Commission Minutes
April 10, 1996

Nayes: None

8(a) Liveable Communities Action Plan (verbal report).

Community Development Director, Dennis Welsch provided a background report
regarding Liveable Communities Action Plan. He provided a list of 16 housing items
that could be included in the Action Plan, four items which could be included in the Tax
Base Revitalization Program, and 12 items which could be included in the Liveable
Communities Demonstration Project.

Chairperson Wietecki stated that we must do some of these items. They are consistent
with the Comprehensive Plan. For example, the Lexington and County Road C Civic
Center area, the Rice Street Corridor, and the 36 Corridor are all mentioned in the
Comprehensive Plan. The community also needs to show that a great rambler expansion
can be completed in Roseville at a moderate cost and can compete with the outer suburbs.

Member Rhody explained that there are other examples of rambler conversions in the
community on Matilda, County Road B-2 and Dale Street, Roselawn near Mid Oaks
Drive. He felt it was necessary to do these demonstration projects to take away the fear
and provide additional dollars for reinvestment in the community. It may be necessary to
provide catalogues and videos of what is available in the community and use the schools
to assist in the education and promotion programs. The Commission was asked to review
the list of liveable community actions and submit comments to the Community
Development staff as soon as possible.

No action was necessary.

8(b) Application Reviews.

The Planning Commission received a report from the Community Development staff
which reviewed the 60-day requirement for review of projects. In the future, the staff will
provide a checklist at the front of each planning report which illustrates the number of
days already expired in the 60-day review process, as well as the estimated date of
decision by the City Council.

No action was necessary.

8(c) House Tour.

Assistant Community Development Director, Rick Jopke, provided a background review
of the house tour requested by the Planning Commission. The Planning Commission
consensus was to set the house tour for Saturday, May 4, 1996 from 9:00 a.m. to 3:00
p.m. or similar hours.

9. Adjournment:

10
