<br />Planning Commission Minutes <br />April 10, 1996 <br /> <br />MOTION: Member Wietecki moved, seconded by Member Thein to recommend <br />approval of the request for an amendment to the PUD for Lots 33 and 34 of Block 2 of <br />the Rosetown Ridge PUD and to recommend approval of staff clarification of the <br />language within the PUD to reduce the ambiguities regarding setbacks. <br /> <br />Roll Call: <br /> <br />Ayes: Thein, Rhody, Sandstrom, Wilke, Cunningham, Wietecki <br />Nayes: None <br /> <br />6. <br /> <br />(g) <br /> <br />Planning File 2818: Amendment to the City Code requiring conditional use <br />permits for schools and churches adjacent to residential zones or creating new <br />zoning districts for schools and churches adjacent to residential districts. <br /> <br />Chairperson Keith Wietecki opened the public hearing and requested Dennis Welsch <br />provide a background report regarding the proposal. Dennis Welsch explained the past <br />history of the expansion of churches in Roseville and the need to protect the adjacent <br />residential areas. He explained the ordinance proposal which would require the use of a <br />conditional use permit for establishment or expansion of a church or school within an R-1 <br />zone. The ordinance would also require that churches and schools meet the City's design <br />standards. <br /> <br />Member Wietecki asked if the standards are minimum or maximum standards. It appears <br />that nothing deals with a larger setback for a larger building. The City should think of the <br />basic standards as minimum and should encourage larger setbacks on a case by case <br />basis. The community should look for more detail and better design. <br /> <br />Member Sandstrom asked if the impacts of churches on market values of adjoining sites <br />have been fully reviewed. <br /> <br />Member Rhody asked if the distance and landscaping should be trade offs for height. <br /> <br />Member Wietecki asked if the Comprehensive Plan clearly addresses accessibility at the <br />front property line. <br /> <br />There was no public comment. <br /> <br />Chairperson Wietecki closed the public hearing. <br /> <br />MOTION: Member Wietecki moved, seconded by Member Sandstrom to recommend <br />approval of the proposed ordinance amendment to Sections 1004 and 1010 of the City <br />Code stating that conditional use permits will be required for establishment and <br />expansion of churches and schools adjacent to residential zones. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Thein, Rhody, Sandstrom, Wilke, Cunningham, Wietecki <br /> <br />9 <br />
