<br />Planning Commission Minutes <br />April 1 0, 1996 <br /> <br />6(b) Planning File 2812: Jerry Moe/McCarthy Cadillac request for a variance to the <br />zoning ordinance at 2325 Prior Avenue. <br /> <br />Mr. Moe has withdrawn his request. <br /> <br />6(c) Planning File 2813: Bruce Kath request for a rezoning, conditional use permit, <br />preliminary and final plat, and comprehensive plan amendment at 1912 Lexington <br />Avenue to construct a gas station/convenience store/car wash. <br /> <br />Mr. Kath has requested that his planning application be continued to the May 8, 1996 <br />meeting. <br /> <br />MOTION: Member Wietecki moved, seconded by Member Sandstrom to approve the <br />continuance of Planning File 2811, and Planning File 2813, and to accept the withdrawal <br />of Planning File 2812. <br /> <br />Roll Call: <br /> <br />Ayes: <br />Nayes: <br /> <br />Thein, Rhody, Sandstrom, Wilke, Cunningham, Wietecki <br />None <br /> <br />6. PUBLIC HEARINGS: <br /> <br />(d) Planning File 2814: Stacey Jean Pittroffrequest for a conditional use permit to <br />operate a cosmetology business from her home at 1655 Stanbridge Avenue. <br /> <br />Chairperson Keith Wietecki opened the public hearing and requested the staff report from <br />Dennis Welsch. <br /> <br />Dennis Welsch provided a background report and video tape regarding the request by Ms. <br />Pittroff to open a one chair cosmetology business within her home. The conditional use <br />permit is necessary to operate a beauty salon within the home. Richard Carlson, the <br />attorney representing Stacey Pittroff stated that Ms. Pittroff was a recent graduate from <br />the cosmetology school and she hopes to gain experience from the home. Services will <br />be limited to facials, manicures, scalp massages and treatments. There is no marketing <br />plan and she will accept the City's stipulation of hours of operation. <br /> <br />Gloria Timison, 1643 Stanbridge Avenue, asked if there would be a sign in front ofthe <br />house. The attorney for Ms. Pittroff stated that there would be no sign outside the <br />structure. <br /> <br />Robert Corbin, 1644 Stanbridge Avenue, asked for clarification regarding incidental <br />sales, hours of operation, annual review of the conditional use permit, complaints and <br />where to register them, and past experience. Chairman Wietecki explained that <br />appropriate conditions would be attached to limit the hours and vehicles. <br /> <br />2 <br />
